ASSESSMENT MESS Every year the Property Valuation Department of the State of Kansas makes a real estate assessment ratio study. The 105 county registers of deeds report sales of urban and rural properties during the proceeding year, the price actually paid, and the assessed valuation. The ratio between the two is the subject of this annual report.

Every year it turns out essentially the same. In 1957, the average piece of (real estate in Kansas was assessed at 22 of its sale value. In 1961, the average was 21. Urban properties are at exactly the same 19 they were five years ago. Rural properties have dropped from 26 to 22.

There is, of course, a virtue in this consistency. If all properties in the state were valued year after year at the same percentage of actual value, it wouldnt make any particular difference whether that percentage was 20 or 100.
