DEPARTMENT SHAKEUP OF 'NO SIGNIFICANCE' OTTAWA (CP) The sole significance of the recent shake-up in the external affairs department is that "summer is coming," says A. E. Ritchie, undersecretary of state for external affairs. "There is no policy significance whatever," he said at a Commons external affairs committee meeting today. The department announced Wednesday wholesale changes including the appointment of Jean-Louis Gagnon, director- general of Information Canada, as ambassador to UNESCO i Paris.

In another move, Ralph Collins of Ottawa was recalled from Peking to return to his old job as an assistant undersecretary in the department. Mr. Ritchie said it is normal to announce changes in the department early in the year so that the schooling of diplomats' children will not be interrupted until the summer vacations. He said that in most cases the changes are made as part of the department's policy to rotate its employees among different jobs.
