THE CALGARY HERALD July 20, 1972 Manitoba NDP split, resolution defeated Schreyer dealt blow in school issue WINNIPEG (CP) The Manitoba legislature prorogued early today, minLes rejecting Premier Ed Schreyer's to tackle the decades old issue of aid to private land parochial schools. By a vote of 30 to 22 the house turned down a resolution from the premier asking it to set up a special committee for between-sessions study on ways of broadening aid to the province's 48 private and parochial schools. The premier, who introduced the resolution for a free vote, encountered strong resistance from within the ranks of his own New Democratic Party and almost solid opposition from the Conservatives. Twelve NDP members, including four cabinet ministers, voted against the resolution along with 17 Conservatives and Joe Borowski, a former cabinet minister who crossed the floor to sit as an independent last month. Fifteen NDP members, three Liberals, one Social Credit, one Conservative, and two independents the premier.

The vote came at 5:03 a.m. after five, hours of often heated debate. Fifteen minutes later, Lt. W. J.

McKeag brought the session to a close after 93 sitting days. RETRACTED THREAT The 36-year-old premier, who less than two months ago retracted a threat to resign if the aid issue was not solved to his satisfaction, was relatively cheerful mood with reporters minutes after the crucual vote. A commerce graduate from McGill University in 1932, Mr. Bell entered the oil business through his father's association with the late R. A. Brown and rode the Alberta oil boom from the first gush at Turner Valley until the mid 1960s when he sold most of his oil interests. For all his newspaper propensities, Mr.

Bell was a man shy of publicity. He reputedly hated being photographed and prized the privacy of his family life. INTERESTED IN SPORT He was perhaps more widely for his sporting, enthusiasm than for business accomplishments. An avid golfer and badminton player, he took a strong interest in junior hockey and baseball and would often stop at any corner rink or diamond where a game was going. He supported the National hockey team, helping to finance its training headquarters at the request of Rev.

David Bauer. Mr. Bell was also a constant supporter of sports for youngsters in Calgary. But Max Bell's first sporting love was the horse racing. As a boy, he shared in his father's friendship with Johnny Longden, a stableboy from Taber who came to work for the elder Bell and later became the world's leading jockey.

In 1952, with Johnny's son Vance, Wilder Ripley and Frank McMahon, Max Bell formed Alberta Ranches and began raising Thoroughbreds for the international racing circuits. In late 1965 his group acquired Toronto Globe and Mail, the eighth daily to enter the Bell organization. The Globe and Mail, which traces its origin to 1844, had been purchased in 1955 by R. Howard Webster from the estate of George McCullagh for a reported $10,900,000. HIS HOLDINGS GREW But while his holdings grew and a horse in which he shared reached the pinnacle of Canadian racing by winning the Queen's Plate, the years from 1967 on were troublesome ones for the Calgary publisher as he underwent several long bouts of neurosurgery in Montreal.

The Bell family was saddened in 1970 by the death of a son, Chester. His racing luck took a turn for the better in the summer of 1965 when Meadow Court, a three year old he shared with singer Bing Crosby and Mr. McMahon, won both the Irish Derby and the King George and Queen Elizabeth Stakes at Ascot, two victories worth $250,000 altogether. He also had several shots at the Queen's Plate in Toronto before Merger, from Golden West Farm, won the Plate in 1968. Mr.

Bell served as the first western director of the Jockey Club, the inner circle of Ontario Thoroughbred racing. Bell of Vancouver: a brother, Gordon R. Bell of Victoria; sisters, Mrs. Gordon (Olive) Donnelly of Vancouver, and Mrs. Charles (Audrey) Michener of Toronto. He is also survived by his wife's son and daughter by her first marriage, Frank and Dianne McMahon; his daughter-in-law, Mrs.

Karen Bell; and two grandchildren, Tracy and Jason. He was predeceased in December, 1970, by his son, Chester.
