Xational League wanted the Toronto franchise also and presumably has made a commitment to put another expansion team in Washington, D.C. Kuhn, it was known, wanted the return of major league baseball to Washington for the third time, and thus reportedly was backing the Xational League bid to gain Toronto as well. The American League, it was understood, has offered to schedule 40 games in Washington in 1977 in an effort to assure exposure in the capital and partially satisfy Kuhn's desires. Under the proposal, altimore reportedly would play 14 games in Washington and each of the other 13 teams in the league would schedule two home games there.
