(UPI)-In its first attempt to bring into one courtroom "all those responsible" for allegedly polluting a major body of water, the federal government Tuesday sued New York City, New Jersey and several New Jersey communities. New Jersey's Passaic Valley Sewerage Commission (PVSC) replied that the federal government itself was partly responsible for the pollution. Jerome Kretchmer, New York City's environmental protection administrator, said some action was needed against PVSC, but the move against New York was "absurd, frivolous and political." Hie federal government, in suits filed in six U.S. district courts, charged the PVSC, New York Gty, New Jersey, that state's Commission of Environmental Protection and five New Jersey Hudson River communities with polluting New York harbor and both sides of the river. The government asked for a permanent injunction to force those sued to strictly enforce their existing regulations anc upgrade facilites.

The federal Environmental Protection Administration also ordered New York and the PVSC to provide a plan within 180 days to adequately treat municipa wastes. "I do not regard that this lawsuit will, in and of itself bring an immediate end to al pollution in New York Harbor and its adjacent I do believe that this is the proper place to at least U.S. Attorney Herbert J.
