N4 Monday, September 14,1992 The Sallna Journal Duluth's Lake Place, designed by Sallna native Kent Worley. Salinan's son fought ugly freeway, designed park Kent Graham Worley, a landscape architect in Duluth, had a better idea for an unsightly freeway planned to run along the shore of Lake Superior. He designed an award-winning, landmark Worley park called Lake Place, which is built over the freeway. Worley, born and raised in Salina, is the son of Ruth Worley, 810 S.llth. The park built atop Interstate 35 offers spectacular views of Lake Superior.

In the late 1960s 1-35 pushed into Duluth, where it reached its northern end just short of downtown and the lake. The last leg of the state's major freeway was a 3.2-mile extension sandwiched between downtown and the Duluth shoreline. It would take another 20 years to complete this urban section. Highway officials planned to build the roadway along the existing shoreline on 20-foot high stilts, to protect the roadway from lake spray with a seawall that would completely obscure lake view and prevent access. This simply wasn't acceptable to Worley.

In the early 1970's he and several other concerned citizens, calling themselves the CIHE (Citizens for the Integration of Highway and Environment) organized a vocal opposition to the design. Worley's firm Architectural Resources Inc. was hired as a consultant for a multiple-use study of the areas through which the freeway would pass. It later received a contract for the urban design portion of the freeway. Lake Place is a $10 million park project that links downtown Duluth with Lake Superior.

The design is such that the freeway is not a visual or physical barrier to the lakeshore. The park location is 40 feet above the lake. From this vantage point, the panoramic view sweeps across Canal Park, the harbor and the eastern lakeshore. "Lake Place is meant to be something for everyone," Worley said, "with places to be private and places to be public." Extending below Lake Place is a 1.5-mile boardwalk and bike trail, called the Lake Walk. It passes by a 580-foot-long mosaic tile Image Wall, which is made up of 1.27 million square ceramic tiles.

The mural represents 37 historic nautical images. Lake Place features spacious green areas with more than 21,000 trees and plants, a bronze sculpture by Russian artists from Petrozavodsk, picnic tables benches, bike racks, and an unmatched view of Lake Superior. "This whole thing has been one long love affair with the lake, and how people perceive and live with Worley said. The designs of the Lake Place Image Wall and Lake Walk received the Merit Award from the Minnesota Chapter of American Society of Landscape Architects in 1989 and 1991. In 1990, State of Minnesota Governor's Office presented its Certificate of Commendation for the Lake Place Image Wall.

Our success was due to the help of many people. We would like to thank all the parents who donated so much time and energy to make this a successful night for the students. A very large part of our success comes from the help of the business community. It would be very difficult to do a project of this type without your continued support.
