Harborside at Bush Terminal contains: Eleven warehouses. 1.5 million square feet of space.

150 companies, ranging from moving and storage to T-shirt manufacturers. rCf PARK sunset Daily News Staff Writer Business was so good at Fox Paper Ltd. that the company had outgrown its warehouse in Sheepshead Bay, and was all set to move to New Jersey. Then Fox got a better deal in Sunset Park. It was like a fairy tale," said Larry Fox, founder of the company, which distributes paper plates, cups, napkins and other paper and party goods.

"I was all set to move to New Jersey, and then someone told me about Harborside in Sunset Park. I thought the guy was nuts, but the move has been a dream come true." As recently as 10 years ago, Fox' dream location was a nightmare of urban blight It had once been part, along with nearby Industry City, of the thriving waterfront complex known as Bush Terminal. A statue of its founder, Irving Bush, still stands in front of 1 Bush Plaza at the foot of 43rd St But by the 1980s, the part of the complex south of 41st St had deteriorated into a collection of crumbling warehouses and docks. It was home to prostitutes, drug addicts and squatters. "When we took over this site in 1989, it was a bombed-out mess," said Dominick Massa, a life-long Sunset Park resident and chairman of Harborside Management "The first month we were here, we found a dead body on the property, and a week later, found another shot in the head and dumped." Massa, 53, operated a small trucking company.

He was one of the founders of the South West Brooklyn Industrial a group of small business people looking to rebuild the area. He finally won approval from the city in 1989 to develop the 1.5 million square feet of space between First and the waterfront, from 41st St. to 50th St Massa was one of four developers who those years, and we built this place up." Working with the city's Economic Development the community board, the borough president police and community groups, they cleaned out the squatters, prostitutes and drug addicts. "We formed a team," said Massa. "If there was problem, we knew where to go to get it fixed." Then he began restoring the structures themselves.

"We put new roofs on every one of these buildings. We have new roofs, sprinkler systems throughout and lOCr occupancy within 10 years. I never could've imagined that happening," he said, shaking his head. By offering rents of from $2 to $3.50 a square foot, Harborside was able to attract businesses that needed large storage space, such as Fox Paper which currently leases 37,000 square feet and startup businesses such as Paul Scariano, General Construction, which has a relatively small office and storage space in the complex. Said Mass: "What's important is we have created jobs.

Important jobs for the neighborhood. Some of our businesses, like Pepo Woodworking, need highly skilled craftsmen. But throughout the complex, we also have people with little or no skills or education who are working. It's those people without the skills who need the work. We have work here." JIM WILLIS DAILY rvFY.S submitted bids to the city for development of the site.

"I think I was selected because I addressed job creation for residents of Sunset Park," said Massa. "When I won the bid, I looked around and asked myself, 'What the hell did I But Massa had a plan, a 10-year plan. "I don't think anyone in the city ever thought I'd fill the plan," said Massa yesterday as he strolled through the complex. "I didn't think we'd fulfill the plan. But I put in $2 million over the first 10 years, and didn't take out a penny for the first two of a.
