In the southeast, high winds, rain and a tornado put a damper on Florida's primary elec tion. It was winter weather having perhaps a final fling.

The twister touched down Tuesday near MacClcnny, and smashed an unoccupied mobile home to the ground. The same lornado then apparently crossed the Florida border and struck St. Marys, knocking out the electric and water system and damaging about 100 houses. No injuries were reported. "We saw it pick up a big oak tree, then set it back down just like somebody had it by a string," city patrolman Larry Goolsby said.

The Northeast snowstorm combined with a bus strike in New Jersey to leave more than 225,000 riders out in the cold Tuesday. The storm dumped about three Inches of snow on the state. Additional automobile traffic caused by the bus strike resulted in traffic jams. The snow also snarled traffic and delayed airplane landings in New York City. The National Weather Service put travelers' advisories in effect for slippery roads and police reported ice on major arteries throughout the city.

The weather service predicted three to six inches of snow would pile up before the storm ended around daybreak today. New York City's three major airports reported delays in landings but said most departures were on schedule. The storm also hit Washington, D.C., where schools called off classes or closed early in suburban counties. The nation's capital also had its share of fender- bender accidents. Up to two Inches of snow made driving hazardous in eastern Kentucky Tuesday night, nearly a week after temperatures had reached the 80s.

There was some good news from Michigan. Detroit Edison Co. said the number of homes without power from last week's ice storm had been reduced' from 307,000 at the height of the storm to 20,500 Tuesday.
