H. Fraser Rites Tomorrow RICHMOND -Services for Dr. L. H. (Paul) Fraser, 70, Contra Costa County coroner and public administrator, will be conducted at 11 a.m.

tomorrow in the Civic Center Chapel of the Wilson and Kratzer Mortuary. Dr. Fraser, a physician and surgeon active in Contra Costa County political affairs for 40 years, died Monday in Brookside Hospital, which he had helped to build. He served 12 years on the. Richmond Elementary School Board, 16 years as a Brookside Hospital director and 14 years as elected coroner and public administrator.

His term in the latter post would have expired in 1970. He lived at 2639 Billerhorst El Cerrito. Surviving are his widow, Swanee; a daughter, Mrs. Betti King of Sherman Oaks; a son, Thomas H. Fraser of New York City; four brothers and two grandchildren.

Child Dies Of Hit-Run Car Injuries Sheila Mozon, 6, of 2315 Linden died yesterday in Highland Hospital of head in-. juries received Sept. 16 when she was struck by a hit-run automobile at West Grand Avenue and Chestnut Street. Police said the child was in a crosswalk on Grand when hit by a white, 1960 Chevrolet sedan that was westbound on Grand. The car, officers said, was driven by a white male, about 30.

The rear view mirror on the left side of the car' was torn off in the impact with the girl. Sheila was the daughter of and Mrs. Louis Mozon. Draft Evasion Arrest in Church LOS ANGLES (AP) A youth fleeing prosecution on charges of failing to registerfor the draft took refuge in a church but was arrested anyway. Gregory King Nelson, 19, chained himself to 20 other persons in the Grace Episcopal Church last night, but federal marshals entered the church and arrested him.

They cut the chain with boltcutters. Funeral services be held tomorrow for Leon F. Marsh Sr. a resident of Oakland since 1900 who died Saturday. He was 86.

A native of Houston, Mr. Marsh enlisted in the U.S. Army and from 1897 to 1900 served in the Philippines. Immediately after his discharge, he became the first Negro mail carrier employed by the Berkeley Post Office. During World War he was promoted to first lieutenant in the infantry and fought in the battle of the Meuse-Argonne and the Marbache Sector.

He commanded Company and Company He organized Prince Hall Adonis Lodge No. 25 F. A.M. of California in 1916 and became its first worshipful master. He was honored the lodge last October at the Claremont Hotel for 50 years of Masonic service.

Mr. Marsh was a charter member of Pride of the West Lodge No. 7 in Oakland and he held membership Victoria Consistory No. 25. He also served as worthy patron in Queen Esther Chapter No.

4, Order of the Eastern Star. He was also past grand chancellor of the Grand Lodge of Knights and served for many years on the Oakland YMCA board of directors. Mr. Marsh was a member of Taylor Methodist Church. Survivors include his widow, Mrs.

Vivian Marsh of 2838 Grant a son, Gerald W. Marsh of San Francisco, two grandchildren and two great grandchildren.
