"It doesnt seem very functional," said City Manager Kenneth H. Smith. The station will sit between Barrett Avenue and Macdon-ald Avenue where the rapid transit run parallel to the Southern Pacific Railroad tracks at approximately 16th Street Present plans 4y the Bay Area Rapid Transit District call for an. elevated station that will make passengers climb, or ride' an escalator, two storiesyfrom the parking lot, walk 150 to 200 feet along the elevated corridor, pass throughthe turnstiles and then descend two stories to the train platform. There will be no ground level access to the train platform at any point There is no elevator planned the station. "Even the trash wilfhave to be put oo carta and hauled up down the stairs," com- ments Albert White, the city's consultant on rapid transit problems. The preliminary station plans prepared by BART architects follow general concept worked out by private architects in a $10,000 study paid for by the city. The general concept is to connect the uptown-Civic Center area with the downtown through the transit station. The architects answer to this was the elevated corri dor and station over the tracks, 'connecting the dead ends of Nevin Avenue, The preliminary plans show commercial clusters on each side of the tracts, xnd shops on the etevated corridor Itself But the part to be built first would be a simple corridor over the tracks and to the sla Uoo.

The preliminary plans for the station have not been accepted by the city or the transit district, and can be completely charged.
