The PiwfrtM-lndnc, October 7, 1965 Guild Rejects New Proposal NEW YORK (AP) Negotiators for the 2,200 members of the AFL-CIO New York Newspaper Guild on strike against the New York Times rejected today a settlement formula proposed by Theodore Kheel, Mayor Eobert F. Wagner's special mediator. The 25-member negotiating committee of the Times unit of the New York Guild said Kheel's recommendations for settling the 22-day-old strike were unacceptable. The rejection was announced eeveral hours after Kheel presented 30 pages of recommendations to management and union negotiators Wednesday night. A spokesman said there are items in the recommendations that are acceptable, but as a formula "we don't like it." There was no immediate comment by the Times.

No negotiations were scheduled today. Because of the strike, only two of the eight major newspapers of general circulation are publishing in the city. Kheel's recommendations for settling the strike have not been made public. The main issues are automation and possible mergers, job security, pensions and a union shop. The pilots and navigators have been operating B47 je bombers which will disappear from the U.S. air fleet by nex June. Sukarno told his Cabinet Wednesday he disapproves of the army's campaign against the Communist party PKI -for its alleged involvement in the abortive coup last Thursday which resulted in the slaying of six army generals. Sukarno's position was reported by First Deputy Premier Su- bandrio after the 3-hour Cabinet meeting at the president's summer palace in Bogor, 40 miles south of Jakarta. Subandrio, who is also foreign minister, said he himself believed a PKI statement Wednesday that it was not involved in the rebel movement. Leaders of the PKI appeared in public for the first time since last weekend and claimed that the party had nothing to do with the attempted coup, which it called "an internal affair of the army." Two Communist Cabinet members attended the Bogor meeting, but D.
