Palmar, 51, for over 20 years active in public relations in Oakland and San Francisco, died in an Oakland hospital yesterday after an illness of several months. Mr. Palmer, whose clients Jncloded some, of the Bay Area's top developers and builders, was also a frequent participant in university seminars on public relations and communications, Mr. Palmer was executive vice president and a director of Arnold, Palmer Noble, a public relations firm he founded with Richard Arnold in 1963. He was public relations coordinator of the 1960 Kennedy presidential campaign in Northern California.

He resided at 13850 Skyline Blvd. He was a member of the Public Relations Society of America and was a director of oust 24. Memorial services will be conducted at 10:30 a.m. Saturday at the Piedmont Community Church Chapel, 400 Highland Piedmont. Arrangements are under the direction of Truman's Mortuary. The has requested donations to the American Cancer Society in lieu of flow-' ers- Charles Gibson Charles Nelson Gibson, veteran Southern Pacific Railway Co. steward and pioneer Oaklander, is dead at the age of 88.

Mr. Gibson died here Monday following a lengthy illness. He lived at 6148 Colby St. Born in Sacramento in 1879, Mr. Gibson came to Oakland in 1909.

After serving with Southern Pacific for 41 years, he retired in 1954. Recipient of many special commendations during his term of service, Mr. Gibson's skill as a railway host prompted officials to select him to serve in the private railway cars of S.P. presidents William Sproule and W. S.

Palmer. Mr. Gibson and his wife celebrated their Golden Wedding Anniversary on May 31, 1951, and their 66th Wedding Anniversary last June. He was a member of the First African Methodist Epis- copal Church of Oaklandf the RnilrnaH Mmt's ritih avUU Menelik Temple No. 36; Victorian Consistory No.

25; and West Gate Lodge No. 36, He is survived by three daughters, Mrs. Thelma M. Radden, a Detroit American Red Cross District director; Mrs. Lois Oubre, Oakland surgical chiropodist Mrs.

Audrey L. Robinson, Oakland schoolteacher; and several grand and greatgrandchildren. Services will be held tomorrow at 10 a.m. at the Chapel of the Chimes, 4499 Piedmont Avenue. Michael C.
