I BUENOS AIRES, Argentina CAP) A seven-story building housing two Jewish groups was destroyed by an explosion Monday, killing at least 17 people in what Argentina's president called an attack by "beasts and savages." Dozens were injured in the 55 ajn. blast and rescue workers believed perhaps dozens more were trapped beneath the rubble.

Jewish groups said more than 40 people survived. An estimated 100 worked in the building. The cause of the explosion was not known. Buildings on the rest of the block were heavily damaged and cars parked near the building were destroyed. Shards of metal and glass- lay everywhere on the street Alongside one burned-out car were at least two bodies, covered hastily with bed-sheets and foam gym mats.

One rescue worker warned people nearby, "Watch where you walk. Those are bodies." A few yards away lay a woman's black-leather shoe. Nicolas Wohda, 56, who works in an office next door to the destroyed building, told The Associated Press that he "felt a huge bomb, and then I dont know what" Wohda, his shirt soaked with blood, received several stitches for cuts on his face and scalp. He said a police car was parked in front of the building at the time of the blast "If the police were in that car, they didnt make it out alive," Wohda said. President Carlos Menem said the attack was planned "from abroad and helped by people here." He called the perpetrators "beasts, savages." In March 1902, i bomb destroyed the downtown Israeu Embassy, killing at least 28 people and injuring more than 22a Responsibility for that blast was never determined.

Israel blamed Muslim fundamentalists for the bombing, and Israeli Foreign Minister Shimon Peres indicated he believed Monday's explosion also was the work of Muslim extremists. "We know who the strings lead to," Peres told Israeli television Monday. "We will have to make a supreme effort to catch these terrible people." He said Israel had sent a relief team to Argentina. Menem said Israeli security and intelligence agencies were working with Argentine authorities to determine the cause of the explosion. As part of the investigation, Menem ordered Argentina's borders closed.

Rescue workers climbed the pile of rubble, all that remained of the building housing the headquarters of the Delegation of Argentine Israeli Associations, the country's principal Jewish community group, and the Argentine Israelite Mutual Association, a social aid organization. Dozens of volunteers passed up oxygen masks to workers climbing through the pieces of masonry and steel searching for survivors. Many shocked bystanders sobbed uncontrollably. "We need more oxygen! Get us oxygen!" rescue workers screamed. Others, noting the strong smell of natural gas, urged bystanders not to light matches for fear of causing another explosion.

The Lone Mountain fire burning northwest of Elko in the Independence range has been given the highest wildfire priority in the nation, according to Nevada Division of Forestry (NDF) Fire Information Officer Cheri Howell. Approximately 300 people are fighting the fire, which has consumed over 10,000 acres and continues to threaten the Bill Van Norman ranch and the Fox Springs ranch owned by John Oldham. The Lone Mountain fire was reported Saturday. Two other fires, the Bull Run fire in the Centennial range 90 miles north of Carlin and the Mahogany Springs fire 12 miles northeast of Midas, started yesterday. The Lone Mountain blaze is located about five miles west of Mountain City Highway and 23 miles to the north-northwest of Elko.

It is currently graded as a Type II fire. A Type I fire is judged to be of highest severity while a Type III fire, of low est severity. Howell said the Van Norman and Fox Spring ranch headquarters were protected by retardant drops and a fire break established yesterday afternoon. However, she said the headquarters are still at risk because fire behavior has been extremely erratic. She said fire has been running through wet spots and flying back in waves over blackened areas.

In addition, the same weather pattern is expected to hold for the next week. An interagency fire news release said, "our weather and fire conditions are the same as those in Colorado where 14 people died." The release stated conditions are 50 to 100 percent drier than last year. The shooting is being treated as an accident pending a review by the Clark County District Attorney's office. Police said Fidel Compres, 29, allegedly shot the woman in the neck about 4 a.m. as he and another Stars player talked with the victim and a companion. Las Vegas Metro Police Sgt Bill Keeton said no there were no other injuries, although the bullet narrowly missed Stars infielder Julio Bruno. The name of the woman was not released pending notification of family members.

Keeton said Bruno and Compres met the two women at Sunday night's game. After the game, they went to a Latin dance club, then to Compres' apartment Compres began playing with two guns he keeps at his apartment a revolver and a 9mm semiautomatic. While allegedly twirling the 9mm around on a finger, it discharged, sending a bullet into the neck of the woman, who died instantly, Keeton said. Keeton said the case is being investigated as an accident but will be referred to the district attorney's office for further review. Compres was not arrested.

Compres, who lives in Santo Domingo, Dominican Republic, has been on the Stars disabled list since undergoing surgery on his elbow last year, but he did play in two games this year. The Stars are the Triple A farm team for the San Diego Padres. Jim Ferguson, director of media relations for the Padres, called the shooting "a real tragic situation." The Padres have so little information that it is not appropriate to comment at this time," Ferguson said. Red Rock land LAS VEGAS CAP) A Bureau of Land Management official said Del Webb Corp. has given up its pursuit of 200 acres near Red Rock Canyon National Conservation Area, but a company spokesman said efforts to reach a compromise are continuing.

BLM realty specialist Larry Sipp said Del Webb executive Dick Mastin came to his office July 5 to discuss other tracts of land that might be available. Mastin is Del Webb's vice president of land development in Las Vegas. "He came in and told me they had written it off," Sipp said. "I mentioned 7500 acres in North Las Vegas, but he said they had already looked at it and couldnt afford the land. We didnt come up with any solutions." Del Webb spokesman Carolyn Matthews declined to say if Mastin met with Sipp or if the company has given up on the land, situated between Anrf and Kyle Canyon roads in the northwest part of the valley.

"We have representatives in Washington right now working on a compromise," Matthews said. Rep. Jim Bilbray, who offered the legislation that would lock up the 200 acres, said Del Webb has not been seeking a compromise with him. "We have not been on speaking terms because we've been at war for three months," Bilbray said. "I hope Del Webb is looking at other options Wendover scheduled WENDOVER The West Wendover City Council will conduct three public meetings and hearings Tuesday and Wednesday.

Bilbray accused Kyi and Del Webb, which is based in Arizona, of blackmailing the Nevada congressional delegation so the company could acquire 200 acres near the conservation area. Tahoe rescue ZEPHYR COVE (AP) There was another close call at Lake Tahoe when a boat carrying six people capsized near Zephyr Point late Sunday, Douglas County officials said. Sanders captured the bull riding title with a spectacular 88 point effort; Tommy Guy won the calf roping in seconds; Roy Duvall took first in the steer wrestling with a time of 4.1 seconds; and two teams split the team roping with a time of 5.6 seconds. Byers said Diamond Rodeos was the stock contractor for the show and produced a great show with top-notch animals in all the rough stock events.

He added the performance kept the crowd cheering most of both nights with the highlight coming Saturday with Sanders' wild ride on the explosive bull Vee's Own.
