The three painters honored will be Carl Kylberg on a 90 ore stamp, Karl Isakson on a 115 ore stamp and Ivar Arosenius on a 450 ore value.

The postal service has nodnced it will issue a special stamp in 1979 to honor Robert Kennedy. An embossed stamp envelope revalued from 16c to 15c was placed on sale at Williamsburg, Pa. July 28. The envelope was produced before the postal rate commission cut back the permissible rate to 15c. The revalued insignia is in black to the left of the design with the word Revalued to printed with the large outline (similar to previous outlined surcharged envelopes).

The beginning collector may be puzzled by semipostal stamps by which a surcharge is added to the stamp value to be used for postage prepayment.

The money is normally used for charity purposes such as child welfare but the surcharge receipts can be used for whatever purpose is designated. The United States postal service has never issued semipostal issues. This seems to stem from the possibility that once issued every charitable organization in the country would be pressuring for a charity or semipostal issue to add to their funds. The Hungarian postal service has announced it issued a pair of 1 ft. stamps to call attention to the Xlth World Youth Festival.

i The government of the Republic of Panama has authorized the Franklin Mint to strike a 500 balboas gold coin, the largest and heaviest in the Western Hemisphere. It will be of .900 fine gold. The Treasury Department has reportedly shelved the idea of discontinuing the production of copper cents. Reason given was the combination of overwhelming protesting of the proposed move and the drastic drop in the price of copper on the bullion market. The Bureau of the Mint produces medals for sale to the public but the medals must first by approved by Congress.

When a foreign government or state wishes to produce a national medal honoring a national or American figure a private law must be passed by Congress to approve.
