More than 100 Nisga'a aboriginals from northwest B.C.'s remote Nass Valley are expected to enter the building as the legislature reconvenes for debate on the treaty they have been seeking for more than a century. The last time the Nisga'a arrived in the capital to talk treaties in 1887, they were locked out of the legislature.

"The real irony of today is, 111 years ago the Nisga'a arrived at these steps and they put up the barricades," says Nelson Leeson, Nisga'a Tribal Council vice-president. Premier Glen Clark will attempt to make up for the century-old Nisga'a rebuke by staging a lavish welcoming ceremony at taxpayers' expense to mark the opening of the historic legislative session. The Nisga'a, dressed in full cedar bark and button blanket regalia and accompanied by drummers and dancers, will deliver a canoe to the steps of the legislature. The natives say the canoe represents the treaty's cargo of hope and that long ago snub of Nisga'a chiefs who paddied for days only to have the doors of power slammed in their faces. A televised leaders' debate on the Nisga'a treaty is scheduled for tonight following the session opening.

The treaty gives the Nisga'a rights to about 2,000 square km of land in the lower Nass Valley and self-government powers. Clark's New Democrats are determined to keep the historic session focused on the treaty, but the economy is expected to take a front seat in the session. "We're certainly going to be taking every opportunity to highlight the economy as an issue that needs to be dealt with," said Liberal Gary FarrellCollins, Opposition house leader. B.C.'s forest, mining and fishing industries are in a recession and major financial institutions are predicting the province's economy will shrink this year. Businesses are pleading for tax and regulatory relief and the housing market has taken a dive.

The government blames the downturn on collapses in Asian markets and the softwood lumber agreement that sets quotas on B.C. lumber available to the U.S. market. The Liberals insist many of B.C.'s economic problems point to a New Democrat government that considers business evil. Moe Sihota, the NDP's public service minister, said he's prepared to debate the economy, but the current session must focus on the treaty.

"This is a historic session," he said. "It's taken 120 years to arrive at this point. It is about the Nisga'a." Sihota insists the New Democrats are sensitive to the needs of business. They have cut royalty charges to forest and oil and gas companies, he said. Tourism, film and high-tech industries are doing well in B.C., said Sihota.

"We have a lot of successes in our economy," he said. But Gordon Wilson, Progressive Democratic Alliance leader, said Sihota can't honestly believe B.C.'S economy is performing well. "It's like a kid who says, 'my room's until you lift the carpet and there's the mess," he said. The number one issue concerning voters in the Dec. 14 ParksvilleQualicum byelection on Vancouver Island is getting the economy back on track and not the Nisga'a treaty, Wilson said.

Leeson said the Nisga'a welcome discussions about the economy. "Tough economic times are nothing new to our people. We've been having tough economic times for more than 100 years." The treaty must be ratified by the B.C. legislature and the House of Commons. Clark has promised a free vote and treaty legislation is expected to be introduced in the House of Commons in the new year.

Hunt fails to find men missing on boat THE CANADIAN PRESS Rimouski, Que. A search for three men missing since a scallop boat went down in eastern Quebec ended without success Sunday. Rescuers suspended the search for the night after failing to find the three crew members of the Briers Mist. The bodies of two of the five men aboard the vessel were recovered Saturday. They were Frederic Desrosiers, 25, of Ste-Felicite and Julien Boudreau, 30, of Carleton.

Still missing are the boat's owner and skipper, Bastien Levesque, 35, and Sebastien Lapointe, 18, both of Maria, and Carl Porlier, 42, of Carleton. The boat was heading to Rimouski from Les Escoumins, on the north coast of the St. Lawrence River..
