With all votes counted, Prime Minister Esko Aho's Centre party lost 11 of its 55 seats, and his three-party centre-right coalition tio longer commanded a majority ifi the 200-seat Parliament. The left-leaning Social Democrats won 28 per cent of the vote, good for 63 seats an increase of 1,5. But they also were short of a majority and likely would have to form a coalition government with the Centre party, the Conservatives or both. "It's too early to say whom we want to be in a government with," said Paavo Lipponen, chairman of the left-leaning Social Democrats dnd the man expected to become the next prime minister.

1-403-352-2501. FRENCH, Harold Corwin Harold Corwin French passed away March 18, 1 995 at the age of 85 years in the Youville Long-Term Care Auxiliary Hospital, after a lengthy illness. Harold was bom in Twin Falls, Idaho and moved with his parents to southern Alberta at the age of seven. He served a long and distinguished career with the Alberta government and with the originator of the first civil servants' health care program in Canada called Medical Services Incorporated, the predecessor of the present Alberta Health Care Program. Harold was originator and first administrator of the 1966 Alberta Human Rights Act.

He was predeceased in 1 988 by his only child, Patricia Ann Depew. Harold will be sadly missed by his friends and survivors, his loving wife, Ruby Jean French; his six grandchildren and 20 great-grandchildren. Cremation has taken place. On Friday, March 1 7 Hardy passed away peacefully after experiencing a winter of failing1 health. He leaves his loving wife of 50 years, Marguerite Patricia; his son, Gary and daughter-in-law, Audrey and daughter, Darlene and son-in-law, Jan Kruzolek and three grandchildren, Noah, Jacob and Andrea. In addition to his sister, Esther Kirkpatnck and brother, Bernard he leaves to mourn his passing numerous other relatives and friends. To the end he held his lifelong faith in God and belief in Christ as his Saviour and belived that in death there should be no mourning. It was Hardy's wish that no funeral or memorial service should be held.

"It means if you have a mineral lease you still have access if it came in before Special Places," he said.

Doug Bruchet, environmental vice-president for the Canadian lower-level "exploratory" talks with British officials. These are designed to bring the republicans and their hardline extremist foes from the province's pro-British Protestant community round a table with mainstream political parties. British Prime Minister John Major has insisted Sinn Fein must show it is ready for serious discussion on how the IRA will give up its arms before ministers can join the talks. But Sinn Fein's Martin McGuin-ness said in a series of television interviews the talks could take place soon. "I am quite hopeful that this could take place in the next 10 to 14 days," he said.

almost completely halted because of government snipers. Late Saturday, Serbs fired at a bus and a truck on a road south of Sarajevo used as a UN supply route. The two vehicles slid into a ravine, and the truck driver was killed, said UN officials. Chavancy said the UN hoped to locate an anti-aircraft weapon used in the attack and have it removed through negotiations with the Serbs. UN officials said Saturday they were considering firing back at guns targeting planes at Sarajevo airport.

Two UN aircraft were hit Friday by large-calibre gunfire from a Serb position. A mortar shell exploded on the airfield Sunday as another UN military aircraft was taking off. But it was too far away to cause damage to the plane. In response, UN authorities requested increased flights over the city by NATO warplanes for the second time in three days. NATO provided extra warplanes after the airport attacks on budget was about $58 billion.

During Aho's term, Finland's economic production plunged 15 per cent, partly due to the collapse of the Soviet Union that had provided a prosperous border trade. dollar recovers after a big drop The Associated Press Tokyo The U.S. dollar recovered modestly on the Tokyo market after falling to a record low against the Japanese yen this morning. Prices on the Tokyo Stock Exchange fell back in light market activity. Traders said the dollar slid back early in the morning because of the strength of the German mark and an apparent lack of concerted intervention of the world's major industrialized countries. The dollar was traded at 89.24 yen at late morning, down 0.02 yen from its level of 89.26 late Friday afternoon but above Friday's late New York trading of 89.10 yen.

The dollar fell as low as 88.65 yen at one point in Tokyo earlier in the session today. It registered its lowest level against the yen since modern exchange rates were established in the late 1940s. The dollar's previous record low was 88.75 yen in Tokyo, set March 8. PAUL MYLREA Reuter London Sinn Fein, political wing of the guerrilla Irish Republican Army, said Sunday it hopes to start Northern Ireland peace talks with British government ministers within a couple of weeks. Violations of a 2-month-old truce have been increasing, and fighting between Muslim-led government troops and their Serb enemies is expected to flare with new intensity when the ceasefire expires May 1. On Saturday, there were 744 truce violations in the Sarajevo area alone, said UN spokesman Gary Coward. "I think the trend is really up."
