12-A THE ABILENE REPORTER-NEWS Abilene, Texas, Sunday Morning, May 31, 1910 New Mexico Primary Set Tuesday SANTA FE (AP) A new generation of potential leaders is pitted against some veteran office-holders and office seekers in the Tuesday's New Mexico primary election. Democratic and Republican voters will select nominees for 15 congressional and statewide offices. On the ballot in some counties will be four district court and three Stale Board of Education positions. Nominees for all 72 New Mexico House seats and 25 of 42 Senate positions will be elected. County round out a crowded ballet.

The 1970 campaigns have concentrated largely on issues close lo home, and in one nolable instance more on personalifcs on issues. The principal home issue discussed in the major races has concerned campus unrest, particularly at the University of New Mexico.

Several candidates appear certain the public mood is punitive concerning the University, and their proposals for handling Ihe situalion reflect that mood. Discussion of the campus issue hasn't been limited to (be major slate-level races. Succesi of many candidates for the legislature probably will depend on the stand taken on the UNM situation. An old issue that has been a standby in every election the past decade concerns economic development of New Mexico Every candidate is in favor economic development, but the issue has been complicated this year by the problem of environ mental controls as an adjunct new industry. Much of the attention in th campaign has centered upon the Democratic and Republican races for U.S.

Senate and gov ernor. Sen. Joseph M. Montoya, is opposed by a relativi 3avid Cargo, who has been ampaigning for senator since re-election as governor November 1968; Anderson "arler of Lovington, who made good showing four years ago hen he tried to unseat Sen. Clinton P.
