(Every other week is closer to the norm.) But the venerable king unleashed one of his bigger recent efforts when "Carnosaur 2" stomped into area vidstores yesterday. i 1-' vim ill ff It 'V4K As sequels to low-budget ripoffs go, "Carnosaur 2" rates among the better ones, an improvement over the origi-nal 1993 "Carnosaur," RC's modestly profitable attempt to catch a free ride on the tail of "Jurassic Park's" success. "Carnosaur 2" actually owes far more to Ridley Scott's Members of a co-ed repair crew under the command of deceitful military officer Cliff De Young find themselves trapped between tiny dinos and a leaky nuclear-waste repository in a remote Nevada outpost.

But the kid needs a certificate of mental health, which won't be easy since the boy is a total mess. It's an odd premise for a comedy, and much of it falls dismally flat, yet Brooks lends the film some conviction and style and Dianne Wiest is appealing as a sympathetic shrink. Dave Kehr REVENGE OF THE NERDS IV: NERDS IN LOVE Fox 90 unrated Ten years after their campus debut In the original and successful "Revenge of the Nerds," the Gangsters of Gross have graduated to marriage and babies, but still haven't outgrown belching contests and food fights in a series that has been stretched too far. The nerds reunite for the wedding of Booger (Curtis Armstrong) and the daughter of a nouveau-riche businessman and budding politico (Joe Bologna), who hatches a plot to stop the wedding.

But the dorky crew, led by Lewis (Robert Carradine) save the day. At this point, no one past adolescence will care. The nerds have gotten older, but they haven't gotten better. Diane Moy NATURAL BORN KILLERS Warner 119 rated Director Oliver Stone goes careening over the edge with this freaked-out, thematically incoherent black comedy about young lovers on the run (Woody Harrelson and Juliette Lewis) who take it as their mission to murder all the squares in sight. This is an extreme (and extremely ridiculous) version of a formula that has been inhabiting teen pix since the 1950s the ritual elimination of authority figures.

Somehow, the killing spree is made to seem the fault of too much tabloid television in American homes, while the dubious influence of Hollywood's own blood soaked fictions goes unquestioned. O.K. 42d New York, NY 10017. 'SCOUT'S' HONOR: Brendan in Twentieth Century Fox' "The drama with lots of violence, which is brutal without being over the top. Gerry Putzer IN THE ARMY NOW Hollywood 92 rated PG Grunge comic Pauly Shore and the Department of Defense might seem unlikely allies, but they've teamed up to bring you "In the Army Now," a cheesy service comedy that gradually becomes a recruitment commercial for the Army Reserve. Shore is a failed stereo salesman from Glendale who enlists for the $2,500 recruitment bonus, but discovers the joys of military discipline and increased self-esteem when he's put In charge of a water-purification truck. The jokes here had mildew when Bob Hope did them in World War II, though the enemy now, of course, consists of faceless Arab hordes.

O.K. BARCELONA New Line 102 rated PG 13 Whit Stillman's independent feature is a sardonic, offbeat romantic comedy set in Spain in the 1980s, where two American cousins Ted (Taylor Nicholson), a sales rep for a Chicago company, and Fred (Chris Eigeman), a public relations off icer for the American Navy share a flat and search for girls. They encounter a few dauntingly liberated specimens of the European female and try to come to terms with the instinctive anti-Americanism of their friends. The film has the disorganized, slightly overstuffed feel of a personal memoir, though the indi THE LITTLE RASCALS MCA 83 rated PG Producer Hal Roach had the good sense to limit his "Our Gang" shorts to just that: shorts. This feature-length attempt to bring the Rascals into the '90s makes little narrative sense.

It takes familiar situations from the '30s and '40s shorts (The He-Man Womun Haters Club, the, go-cart races) and puts a sunny gloss on them without tying them together meaningfully. Travis Tedford and Bug Hall are good little impersonators of Spanky and Alfalfa, respectively, while Brittany Ash-ton Holmes makes an adorable Darla. Young viewers will get a kick out of the movie, but their parents will miss the '30s kids, who pulled the heartstrings as often as they tickled the funny bone. G.P. MR.

BUMPY'S KARAOKE CAFE ABC 30 unrated This is a collection of 10 songs featuring the frog like Mr. Bumpy, star of the ABC Saturday morning show "Bump in the Night."
