The proposal to extend Harding Boulevard north to Atlantic Street is the first step in a plan to ease traffic congestion in Roseville's geographical center along Douglas Boulevard just west of Interstate 80. "It is the feeling of the city staff that the Harding exten planning director added. TheRJBCo. of Sacramento, developer of the proposed Placer Center, has recommended a traffic circulation plan for the Douglas-Harding-Sunrise corridor that could cost $3.5 million.

The plan includes extension of Sunrise Avenue, which runs east of Interstate 80, north to Atlantic Street. Rocky Ridge Road, a half mile east of the freeway, would be extended north of Douglas. An overcrossing would be built midway between Doug las and Atlantic Street to connect Rocky Ridge with Harding. The $150 million Placer 1 Center would contain 3 million square-feet of commercial, office, recreation space and a 495-unit motor hotel. Dillon said the Harding extension would help maintain Level traffic service on Douglas Boulevard.
