Department has announced its first grant to a toll facility in the state State Highway Commissioner Douglas ugate said Tues day the highway commission will allot the neighborhood of to the Elizabeth River Tunnel Commission to ward the maintenance of the two toll tunnels connecting Nor folk and Portsmouth The grant is part of a new highway act approved by the 1972 general assembly in which the State Highway Commission was authorized to make grants for maintenance of toll facil ities in the state A spokesman for the highway commission said after ugate's announcement that similar grants can be expected for the Richmond Petersburg Turnpike and for the Richmond Metro politan Authority which is building another toll road in the state capital A grant for the financially troubled Chesapeake Bay Bridge Tunnel planned for the coming fiscal year the spokesman said Under the new legislation grants can be made to the Chesapeake Bay Bridge Tunnel Commission only under conditions Unlike the Elizabeth River tunnels the longer Chesapeake Bay span has been troubled by shipping accidents and poor revenues which have forced it to postppne interest payments on its bonded debt Since the Elizabeth River tunnels already earn more than enough to pay their operating expenses and interest it's likely that the state grant will enable the tunnel commission to speed retirement of its bonded to claim a casualty loss deduction on their calendar year federal income tax returns for 1972 according to James Boyle IRS district director for Virginia Boyle said keeping records is especially important if a tax payer wants to claim a casualty loss deduction The amount of loss deductible for tax purposes is the difference between the value of the property immedi ately before and immediately after the casualty reduced by any insurance proceeds received and by the $100 limitation pro vided by law he noted Tax payers may not however de duct a loss amount that is great er than their total in Danville and Pitt sylvania County as well as near ly 80 cities and counties in Virginia Maryland and Penn sylvania designated as disaster areas In making the announcement the US Agriculture Depart ment said the emergency aid will be available to disaster victims who would not normally qualify for the stamps A department spokesman said a simplified application form will be used to speed up issu ance of food stamps in the des ignated areas Hardship disast er cases in localities not desig nated for the emergency aid also may qualify for free food stamps on an individual basis it was noted
