Winners of this year's honors are William Trent Cox, fifth grade; Allison Nicole Johnson and James Riley Custer, eighth grade, co-winners; and Mathew Nathan French, twelfth grade. In making the presentations, Superintendent of Schools Jerry Dosher said, "Every year the state puts on a contest for Student of the Year. We send some very good representatives to regional competition. French, who won the high school honor, is the son of Diane and Jimmie French of Oak Grove. He is a senior at Oak Grove High School.

He feels that the four major areas of his life are sports, academics, church and family. Mathew has played baseball, See Honored, Page 3 The Ward One Fire Protection District has purchased a new fire truck that will play an important role in protecting homes and businesses in the district. The fire protection district was able to buy the fire truck and other equipment through innovative financing provided by the Louisiana Public Facilities Authority and a grantloan from the U.S. Department of Agriculture's Rural Development. The truck is a pumper-tanker that holds 3,000 gallons of water and can pour 500 gallons of water a minute onto a fire.

And with the change in leadership in Washington and President George W. Bush leading the nation into a new era, Senator Barham decided now was the time for an official change of his own. "It is clear to me that the Republican Party best represents what I consider to be important," Senator Barham said. "The Republican Party espouses the values that are important to me in my life and that are vital to the future of our communities-the value of education, the value of families, the value of personal integrity and responsibility and the value of protecting our constitutional rights." Senator Barham worked with the Louisiana Democrats for Bush effort during the presidential campaign and developed a close association with the president's team and philosophy of the George W. The scholarship was established in memory of Donald Ruffin and in response to the inquiries of friends, family members, and business associates who were seeking an appropriate and enduring way to honor his memory- The scholarship will benefit a graduate of Oak Grove High School entering the freshman year, majoring in engineering.

Ruffin attended Tech and was an engineering major. Guy Wactor, local businessman and lifelong friend of Donald Ruffin, has been the moving force behind the establishment of the scholarship. Working with the Louisiana Tech University Foundation, he has been instrumental in focusing support for the scholarship. Corre Stegall, executive director for University Advancement at Tech, said, "This scholarship is a most appropriate way to honor Donald Ruffin's memory. He was so obviously loved and respected by all who knew him, and he, in comfortable.
