nonprescription drugs The agency said its concern was illustrated by a recent re view of 420 over the counter drugs by the National Academy of Sciences which concluded that only about one fourth are effective The new program is similar to a 1966 review recently com pleted of 2752 individual pre scription drugs Almost J5 pef cent failed to live up to claims and 35 per cent were found to be only possibly effective self medication is essential to the health care system it is imperative that the over the counter drugs be safe and effective and have fully informative said DA Commissioner Charles Edwaras Rather than tackle each of the 100000 to 500000 nonpres cription drugs one at a time and tie up court dockets and the staff for years he said the agency will utilize ex pert panels to evaluate in gredients dosages and condi tions for use for at least 26 bas ic classes of over the counter products The classes include antacids laxatives antiperspirants sun burn products vitamin mineral products dandruff products mouthwashes analgesics seda tives stimulants antihista mines cold remedies con traceptives and menstrual products The panels will compose standards on active ingredients labeling warnings and direc tions for use Each over the counter product would have to meet the standards be re formulated gain approval as a new drug or be taken off the market The first panel is expected to be organized by March 1 to re view antacids with a proposed standard anticipated around the end of July the DA said said Edwards concerned that many present formulations do not have the claimed effectiveness have inadequate instructions for effective use by the con sumer or are promoted in de ceptive and indefensible The DA hopes that by pro posing standards through rules rather than court action it can sidestep grandfather clauses in the 1938 ood Drug and Cos metic Act and the 1962 amend ment exempting older products from new drug requirements date of entry into the market has no
