CFRN10 p.m NBC), directed by Oscar winner Quentin Tarantino, leads a power-packed lineup that looks far more tempting than many of the widely hyped specials of the May sweeps. Tarantino, the Pulp Fiction director and resident Hollywood whiz kid, helms a "Motherhood" episode that also features Valerie Perrine in a rare TV appearance as Cookie Lewis, the mother of Dr. Susan Lewis (Sherry Stringfield) and her pregnant, incredibly dysfunctional sister Chloe (Kathleen Wilhoite). For a film-maker who's built Call 428-1234 to say it with ivords, this Mothers Day (Pra-payMttt ii nwrtnl MMnMi oi drargt ti 55.00; his reputation on shock violence and dark humor, Tarantino apparently fights the temptation to drench the emergency room in blood. He may be saving that for his next movie project a Western with vampires and a feature role for ER's current doctor of love, George Clooney.

Carrier's reassurance followed news that the council is eliminating its Explorations program, which provides small grants for first-time authors, film-makers and performers. In 1993-94, the council dispersed $2.9 million in grants worth less than $16,000 to hundreds of new artists across Canada. Unlike the council's regular grants to individual artists, the Explorations money was allocated according to region.

Carrier said he wants the same level of support for new artists in coming years, although it is too early to say whether the money will continue to be awarded on a regional basis. However, it is clear the program will be administered differently. Starting this fall, each of the council's administrative sections dance, music, media arts, theatre, visual arts and writing and publishing will include a development component, intended to encourage both new art forms and new artists. For all the council's blandishments, the change will likely rouse fears among artists, many of whom have received help from Explorations since the program started in 1974. According to council spokesperson Moira Johnson, the program will stop taking applications for a few months until the new structure is in place.

To trim its staff to 162 from 222 by next spring an almost one-quarter reduction in the size of the federal arts agency the council will also fold administration of awards to individual artists into the appropriate sections. Carrier said the changes will result in a smaller bureaucracy, but his goal is to preserve the integrity of the $87 million that the council awards to artists and arts organizations each year. He also said the job-cutting isn't over. He still needs to eliminate another $700,000 in salary costs to meet the target set by the council in its March strategic plan. That plan underlined the fact that 22 per cent of the council's $95-million budget is spent on administration.

It vowed to halve that number by cutting $10 million from administrative costs over the next three years.
