B4 Edmonton Journal, Tuesday, November 27, 1 990 "4 Announcements NDP fails Tories in 'report card' on child poverty "The cycle is unending, and poverty kills, from the inside out, poverty kills. Poverty is murder. The cycle must be broken." MP Ross Haney SCOTT McKEEN Journal Staff Writer Edmonton Ele Gibson has seen the face of poverty. Too often, it's a youthful one. "Ve see kids corning into our friendship room jamming muffins into their faces because they are starving," said Gibson, ho works out of the downtown Bissell Centre.

are not a third world country. Canada is rich, we shouldrTt be seeing things like this today." Sue Chorney, of the Norwood Community Sen ices Centre, echoes Gibson's thoughts. She tells the story of seeing a one-year-old protected against the cold in only a sweatshirt all the mother could afford for a jacket. "it just shouldn't happen, it shouldn't," she said. Sunday was the first anniversary of a motion by then NDP leader Ed Broadbent to eliminate child poverty in Canada by the year 2000.

It was adopted unanimously. The NDP held events across the country' to mark the anniversary and criticize the lack of government action on the motion. One million Canadian children are living in poverty, said Ross Harvey, MP for Edmonton East. "In our opinion the government has failed dismally, and in fact if anything they've gone further backward." said Harvey. The NDP prepared a report card on the government's reaction to the motion and released it Sunday.

But the mayors of Edmonton and Calgary are confident a high-speed train between their cities is more than a pipe dream. Mayor Jan Reimer and Calgary Mayor Al Duerr were upbeat after meeting with a lawyer for a group of potential overseas investors in a high-technology rail link, which could cost billions of dollars. The train has long been a dream of some Albertans, but interest has surfaced in recent months from Quebec, Europe and Hong Kong.

Duerr said the improved relationship between Edmonton and Calgary could be the key. "The private sector has always felt opportunities there," Duerr said. "Now there is co-operation between the two cities, they're seeing an opportunity that wasn't there in the past." 30 BAN WELL, Frank David Husband of Betty, fattier of Michael Greg and Katherine. Deaths icate poverty and tax fairness for families living in poverty. The government is cited for pushing ahead with GST, which Harvey says will only increase problems for the poor, erosion of the unemployment insurance program and budget cuts or caps on social services. Harvey said people only have to look at the Edmonton food bank for evidence poverty is growing. From March to October, 27.700 welfare recipients used food bank services and more than half of those were children, said Harvey. The next anniversary of note, he said, is in January the 10th for the Edmonton food bank.

"And it's doing a roaring trade. he said. "As we remark from time to time, it seems food banks are the onlv real growth industry in this country anymore." Harvey said that until money is spent on the poor, the problem will continue from generation to generation, as undernourished kids in poor families end up in the same predicament as their parents because they don't reach full mental or physical potential. "The cycle is unending, and pov erty kills, from the inside out, poverty kills. Poverty is murder.

The cycle must be broken. However, neither mayor would say who the investors are, although Duerr said they are not all from Hong Kong, as some reports have indicated. Reimer made it clear the train would not receive any city funding. "This is something we want to see fly on its own." Duerr acknowledged the train could be at least a decade away as investors haven't even started looking at what technology they'll use. Meanwhile, the two mayors will also take a co-operative approach when dealing the proposed redistribution of provincial hidings, which in their eyes gives their cities inadequate representation in the legislature.

Reimer has mentioned possible court action, but Monday she said the cities could just act as an intervener if the province seeks an Alberta Court of Appeal ruling on the changes. The two mayors will try to get an opinion from their councils. "I don't think it's on the up and up," Gannon said. Agencies under the provincial Family and Community Support Services program are 80-per-cent funded by the province, and 20 per cent by municipalities. But unlike most municipalities, St.

Albert requires all but two of its support services' agencies to raise the local share themselves. After months of pressuring from the agencies, council members agreed this week to increase city funding to 12 per cent as part of a request for phasing in 20-per-cent funding over three years. "The school board is part of the municipal government really," said budget committee chairman Aid. Ken Allred, defending the decision to include the school board money as part of the city's contribution. "How the municipality decides to make up that 20 per cent is up to the municipality." "I don't see how the city can claim that money of ours is part of the municipality's share of fund-: ing." A committee of council members charged with setting next year's budget voted Tuesday to include $10,000 the school district spends for a liaison worker as part of the city's contribution to cornrnu- nity social service agencies.

The liaison worker deals with the schools, students and their families. Catholic board chairman Monty Gannon also criticized the inclusion of school board money in the city's calculation of its contribution. The 'Journal Edmonton Have we got news for you!
