Howard has announced his intention to seek re-election to the Office of Sheriff of Vernon Parish. In announcing his bid for re-election Sheriff Howard stated "the people of Vernon Parish have been exceptionally good to me. It has truly been a privilege and honor to serve as Sheriff for the past eleven years. I still enjoy the challenge the Office of Sheriff presents. I love serving people and I am just as excited about being Sheriff today as I was eleven years ago.

I am still a young man, I have an outstanding department and staff, I have total support of my family, I have tremendous support of the people from this great parish; therefore I am totally committed to seeking re-election." In seeking re-election Sheriff Howard stated he has 27 total years of law enforcement experience and most important of all eleven of those years have been as Sheriff. He has had experience in such capacities as town marshal, patrol deputy, communications officer, jailer, civil deputy and criminal investigator. He stated the last eleven years have given him a wealth of experience. Recent changes and court decisions affecting the Office of Sheriff and affecting criminal laws, civil laws, advalorem tax laws and jail overcrowding have kept him abreast of current requirements in the operation of the Office of Sheriff. Sheriff Howard is a graduate of Hornbeck High School.

He is married to Betty Cavanaugh Howard, formerly of Slagle. They have three sons: Robert, Rodney and Ryan. They are also the proud grandparents of two beautiful granddaughters. Frankie began his law enforcement career at age 21. He was elected Sherif in 1976 and has served as Sheriff of Vernon Parish since that date. He was re-elected in 1980 and was unopposed for his third four year term that began on July 1, 1984. Sheriff Howard is a graduate of the National Sheriff's Institute. He is past President of the Sheriffs for Better Law Enforcement and is a member of both the National Sheriffs Association and the Louisiana Sheriffs Association. He is a member of the Board of Directors for the Red River Delta Law Enforcement Planning District and is also a member of the Board of Directors of the Vernon House, a facility used to house runalways, undomociled and troubled youths who are 18 years of age and under.

He holds a lifetime membership with the Louisiana Lions Club, is a member of American Legion Post No. 145, is a member of Toro Masonic Lodge NO. 253, is Church Secretary of Prewitt Chapel Baptist Church and also serves as a Sunday School Teacher at Prewitt Chapel. Sheriff Howard stated "I intend to conduct a very positive aggressive campaign. I love the personal contact approach and love the old fashion grass roots campaigning.

I plan to be in high gear between now and October." A "Fish Fry" will be held at the American Legion Hall in Pitkin Saturday, August 22, 1987 from 12:00 until 2:00 p.m. by the people of Ward Five. This "Fish Fry" is given in honor of Sheriff Frankie Howard in appreciation for what he has done for the people of Ward Five. Everyone is invited to attend.
