i nil CiL.iMi.ji.uuci FltlBAi', RELIEF, PAROLE DEBATES MIGHT EXTEND SESSION Harrisburg, Feb. 13 (AP)-- Wrangles over higher relief grants and a new parole system for Pennsylvania, added to expected flurries on congressional reapportionment, threatened today to prolong the special legislative session even before it starts. It's scheduled for next Tuesday Redistricting the state, to reduce the delegation from 34 to 33 as required by 1940 census, is the main reason for calling the session. While leaders of both parties concurred they had enough votes to pass a plan agreed upon in advance, legislators from affected areas aie expected to oppose the compromise and therefore to take time to put their stand on record. The agreement calls for dropping a normally Republican district in the northern tier and a usually Democratic district in Allegheny county, with one congressman to be elected at large.

An out-and-out fight over Governor James' plan to postpone the effective date of a new parole act, revamping tht state's entire parole set-up, beyond June 1, was promised by the act's sponsor, Rep. Samuel Rosenfeld (D-Phila). Claims Change Is Necessary Rosenfeld differed with James' contention that the present system should not be tampered with during the war emergency. The Philadelphian said war conditions made the change more necessary. In this he had the support of Dr.
