Both independently formed the opinion the man was not impaired and that therefore there were no grounds by law for taking a blood sample or administering a formal test. Chahley said the doctor who treated the RCMP member said the man's breath smelled of alcohol but that he was not impaired. In response to questions from commission member Aid.

Lance White, Chahley said the officers learned at the scene of the accident the victim was an RCMP officer. In response to another question, Chahley said it would be very unusual to administer a roadside test to a seriously injured person until first aid was administered. He did not say why the same informal test was not adminstered later at the hospital. Commission member Wayne Drury said there may be a natural suspicion that "an old boy's network was at work" in the incident. "But it seems to me the converse is true," Drury said.

BEBB, Rachel On December 3, 1989, Rachel Bebb of Edmonton passed away at the age of 86 years. Police apologize for being rude Journal Staff Edmonton A city woman has won an apology from Edmonton police for the rude treatment she received when she called recently to report a parking violation.

Deputy Chief Bob Claney told the police commission Monday an internal review of the Nov. 19 incident found that Barbara Storring was justified in her complaint. Storring told The Journal an officer told her to call her alderman and eventually hung up on her when she called the police complaint line to report cars were illegally parking in Giovanni Caboto Park during an Edmonton Eskimos football game. She said more than 30 cars were parked illegally on the park lawns near 95th Street and 109A Avenue. Claney said the officer in charge of the service's communications unit has apologized to the woman.

MCDONALD, Florence Rebecca On Wednesday, November 29, 1989, Mrs. Florence McDonald of Wetaskiwin passed away at the age of 89. She was a longtime member of the Royal Canadian Legion Ladies Auxiliary. She was predeceased by her husband, Angus in 1953 and two grandchildren. She is survived by seven loving children, Jim and wife Edie MacDonald of Belleville, Ontario; Norma and husband Bill Kinnear of Ponoka, Alberta; Donna Walters of Edmonton; Doris Ross of Millet; Peggy and husband Don Kimball of Minot, North Dakota; David and wife Diane McDonald of Surrey, B.C.; Sheila and husband Paul Newson of Coquitlam, B.C.; 18 grandchildren; 26 great-grandchildren and many other relatives and friends.

Florence was born at Waskada, Manitoba, April 16, 1900, the daughter of Emmanuel and Elizabeth Attridge. She lived on a farm near Whitewood and Wapella, Saskatchewan and a farm near Spirit River, Alberta. Upon leaving the farm, they lived in Edmonton then on to Duncan, B.C. Following the death of her husband, she lived in Burnaby, B.C. until returning to Alberta to reside in Wetaskiwin on April 1, 1987.

Ida McLean of Fort Vermilion passed away at the age of 43 years. Survived by her loving husband, John; five sons and five daughters. Edna Sutherland was 100. A tiny woman with a huge heart, Sutherland was born in Winnipeg in 1890. She arrived in Edmonton by Red River cart later that decade. In the early years of the century she attended public school in Edmonton and in 1910 married Cecil Sutherland, the managing director of the Johnstone Walker Department Store.

The couple had three children, Sydney, Mary (Palethorp) and Lillian (Soley). Johnstone Walker, which opened as a trading post in 1886, was one of the city's first department stores. Mr. Sutherland joined the firm in 1896 as a messenger boy and continued to be associated with the company until his death in 1966. Sutherland was living with her daughter, Lillian, at the time of her death. She was a charter member of the Women's Canadian Club and also belonged to the Keomi Club, whose members were dedicating to beautifing the city. Described as a quiet, caring person, Mrs. Sutherland did volunteer work for the Red Cross during the First and Second World Wars. She had nine grandchildren and nine great-grandchildren.
