As Tweed will take the money out of the paople'a pockets, they can afford to pay a round price to get the State Government im mediately under the rule of their Industrial Partnership, The Hon.D. J. Morrell, as manager of the Cambria Works, Johnstown, employs a very large force of skilled or unskilled laborers. Three years ago, in his annual report to the Board of Di rectors, he suggested, as a remedy for labor and capital difficulties, the system of indus trial partnership. In the report recently submitted by him, he renewed his sugges tions, and gave interesting statements of tbe result of more prominent English efforts, and also referred approvingly to the similar en terprises which the Messrs.

Brewster' and A. 8. Cameron of New York, are carrying on. Mr, Morrell gave in brief an account of the workings of the German co operative banks, and also suggested the formation of councils of arbitration. When these suggestions were first made, the directors were not impressed with the scheme, but Mr.

The bill leaves out of consideration, so far as can be seen, any ratio of representation, and di rectly states the number each State shall be entitled to.

A proviso is inserted that after such apportionment, shall have been made, when any new State shall be admitted into the Union, the representative or representa tives of such new State shall be additional to the number of 280, herein limited. The fig ures in tbe above table show that the South has increased in population in spite of the heavy losses in men by the war, and that many States have changed their relative class byanincrease of population. vp This must bo a gratifying exhibit to Penn sylvanians, as showing what their State may become if its resources are properly (level oped. The Pittsburgh Dispatch, in referring to this growth, says "None of our cities are overcrowded, while many of them, and incline to place Pittsburg among the number, have just entered upon a rapid growth. Ou mining and agricultural resources will pro bably be more largely developed during the next ten years than they were during the de cade past New York city, on the contrary, has reached about the limit of its direct growth. Its increase will be felt in Brook lyn and Williamsburg, but more largely in New Jersey. All that goes over the Hudson tbe latter State will be lost to New York far as computing population and fixing rank are concerned.

The interior of the State of Now York certainly docs not present good opportunities for development as Pennsylvania. "For these reasons we think that we only need a wise policy of State government, such shall foster the development of our re. sources for the State to advance, not only in wealth, but in population with a rapidity that shall place it first in the ranks of States. And this policy is largely bound up in the pro posed constitutional revision, whereby enter prise shall be thoroughly unfettered. Wise action on this subject by the present Legisla tere, will produce untold benefits to our com monwealth." Increase of Railway Transportation.

The forthcoming report of the Commis sioner of the Land Office will contain an elaborate paper on the railway system of the United States, and its prospective extension. The figures of this paper demonstrate that our railway transportation is found to be today twenty times as great as it was in 1851, with less than double the population of that year. In other words, the same population now requires ten times the amount of trans portation that was then Tbe singu fact is developed that the working of the trans continental lines results in a profit of fifty per cent, upon the gross receipts, mostly from local traffic, which seems to indicate the railway enterprise will hereafter find in local traffic its most effective scope of action. The value of school property in Dela ware county one of the smallest in the State according to the recent school report of Superintendent Wickersham, is one hundred ninety nine thonsand dollars. There are but tventy counties oat of the sixty six, in which the valuation of school property exceeds that.
