The nine -man executive made the decision following study of a report by the association's chess club on the situation which resulted in the ousting of Soviet diplomat Gennadi F. Popov from Canada.

James Stanley Staples, 30-year-old former RCAF employee, says Popov, second secretary at the Russian embassy here, struck up a friendship with him at the club and tried to pry secret information from him. Staples was later released as a poor security risk. The change would require a constitutional amendment by the group's annual meeting next year. Finance Talks "Exploratory" OTTAWA (CP) The Bank of Capada, with a wary eye on inflationary trends, held "exploratory" talks Monday with the heads of major sales-financing corporations with a view to voluntary restraints on the credit flow that goes into the buying of automobiles and many other goods. The head of one of five finance companies represented at the meeting confirmed voluntary restraints had been discussed but described the talks as "exploratory." WINNIPEG (CP) Citizens of 58 Manitoba communities vote this fall on whether they want any of the five new types of liquor outlets permitted on a local-option basis under the province's new liquor act. The act was passed at last win ter's session of the legislature but stipulated that no local option votes could be held until Oct. 1 It was based on the recom mendations of a royal commis sion headed by former Premier John Bracken.
