RATIONING LIBRARY NOTES matter of the town's insurance was very thoroughly explained to all present by Mr. Morgan, who handed out written forms showing amounts of insurance, amounts of premiums and expiration dates of all insurance carried by his companies, after which a general discussion was had on the subject matter, but no official action was taken. The Mayor appointed the following members of the Board to make investigations with reference to the said insurance and report their findings and make" recommendations at the next regular meeting, S.

F. Wynn, George Speight and P. B. Bennett. No further business appearing, a recess was taken until Monday, March 12, 1945.

KELLY, Clerk. in triplicate and contains all agreements between the parties hereto, and shall become binding when signed by the Mayor and Clerk of the Town of Rayville, Louisiana, and approved by an executor officer of the company. Section 9. It is understood and agreed to by both parties that the company will ship the machinery herein described together with equipment and materials in approximately four (4) months after receipt of signed proposal and evidence of the preference rating has been obtained and authority granted by the State Bond and Tax Board. The above proposal is hereby accepted on this the 12th day of March, 1945.

B. cars at Beloit, Wisconsin, or other shipping, points, to the Town of Rayville, Louisiana (hereinafter designated as the subject to the conditions hereinafter set forth, the following machinery, materials and equipment. WITNESSETH Section 1. The Company does hereby agree to sell to the Town one (1) 1000 H.

P. Model 35 Engine, with flywheel, extension shaft, outboard bearing, exhaust manifold, expansion fitting, pyrometer equipment, before and after oil pump, oil strainer, auxiliary oil tank, circulating water pump. Woodward Governor, all foundation bolts, evaporative cooler, air and exhaust silencers, air filters, expansion tank for water, pipe fittings for air, water, oil and exhaust, guage board and alarms two (2) Honan Crane oil filters No. 1430. Engine is to be directly connected to a 863KVA alternator, 2400 volt, 3 phase, 60 cycle and Vee belt drive to a 15 KW exciter, or in lieu thereof the Company will supply a direct connected exciter.

There will also be furnished switchboard panel for control of alternator and exciter and a voltage regulator. The Company will furnish a complete generating unit, delivered and erected on foundation to be built by the Company. The Town will supply all necessary common labor, all as in accordance with the provisions hereinafter set out. Section 2. The Company does here obligation incurred for the purchase of a Diesel Engine Generating Unit and Auxiliaries, necessary for the continued operation and maintenance of the said Light and Water System of said Town.

Section 2. That a certified copy of this application be forwarded to the said State Bond and Tax Board with a letter requesting its prompt consideration and approval. This resolution having been submitted to a vote, the vote thereon was as follows: Yeas: Bennett, Binion, Buck, Speight and Wynn. Nays: none. And the resolution was declared adopted on this the 12th day of March, 1945.

State of Louisiana, Parish of Richland: the undersigned Clerk of the Town of Rayville, State of Louisiana, do hereby certify that the foregoing two pafies constitute a true and correct copy of a resolution adopted by the Mayor and Board of Aldermen of the said Town at a meeting held on March 12. 1945. making application to the State Bond and Tax Board, Baton Rouge, Louisiana, for consent and authority to issue and deliver $60,000.00 of certificates of indebtedness of said Town and provide for the payment thereof in principal and interest, said Certificates being issued for the purpose of purchase of a Diesel Engine Generating Unit necessary for the continued operation and maintenance of the Light Water System of the asked you to print one of his letters before, but please print this one. Who could refrain from prayer at nine o'clock after knowing that they have such experiences as these.

A MOTHER Somewhere in Belgium, February 16, 1945 Well what do you know, lately I've received 2 letters from you and haven't had time to answer either one, so I will take this opportunity to answer them both. One was dated Jan. 3 and one Jan. 10. Sure hope you will write that often all the time as I sure enjoy getting your leters.

The A. R. C. doughnut girls were just here and we all enjoyed hot coffee and doughnuts. They have a register we sign our names and I saw 2 Rayville boys in it.

They were Hug-gins and Cherry. Also a Landis Ma-gee from Winnsboro who I imagine is kin to shoe store Magee. Enclosed you will find a page out of the Stars and Stripes. It gives an account of one of our many experiences. It may sound thrilling to a lot of people, but to us that were there it was just plain hell.

I had a couple of days I'll never forget. The shells were falling everywhere and we would shoot we could see our shells explode. When a 4.2 mortar can see their own shells explode, well that's just too damn close. However, we have been in spots that were hotter than that. One time we were pinned down in our holes for two days by machine gun bullets.

During that time I had a chocolate bar to eat. I can talk about thafc now because that was quite some time ago. After we got out of that spot I was too shaky to even think about it. It's no good feeling to lay in a hole and see bullet3 hitting in the side of the hole 6 inches above you. It all boils down to this, war is just plain hell.

Guess you wonder why I haven't told you all of some of my experiences before. Well to tell you the truth I don't like to think of them much less write about them. Knowing you would be interested I will tell you of some of the things. When I was corporal I was a linesman. I laid telephone wire and kept up communications.

I also used a radio when it was impossible to lay a line. Laying wire in combat is one of the toughest jobs In an outfit. When they shell you have no hole to get in. You have to put up with snipers, mines and the weather. Just as sure as you get a line in and get back to your hole a shell will hit it somewhere and off you go again.

What really gets you scared is when you find "the break you can smell the powder of the shell and you expect another one- in the same spot any time. All you can do is try to fix the wire as quick as you can and get back. I've laid wire to O. P.s (observation poets) in front of the in- of the Town of Rayville, Louisi ana, De ana they are hereby empowered, authorized and directed to execute for, on behalf of and in the name of the Town of Rayville, Louisiana, the acceptance of said offer, which constitutes a legal, valid, binding contract by and between the said Town of Rayville. Section 4. That the aforesaid contract as set out herein be and the same is hereby approved, ratified and confirmed. Section 5. That a copy of said contract shall be recorded in the Mortgage Records of the Parish of Richland, Louisiana. Section 6.

That this resolution shall be in full force and effect immediately upon its adoption, being a resolution for the immediate preservation of public peace, health and safety. This resolution having been submitted to a vote, the vote thereon was as follows: Yeas: Bennett, Binion, Buck, Speight and Wynn. Nays: none. And the resolution was declared adopted on this the 12th day of March, 1945. W.

State of Louisiana, Parish of Richland: the undersigned Clerk of the Town of Rayville, Louisiana, do hereby certify that the foregoing 7 pages constitute a true and correct copy of the proceedings adopted by said Mayor and Board of Aldermen at a meeting held at Rayville, Louisiana, on March 12, 1945, declaring an emergency to exist requiring the immediate purchase of additional equipment to be installed in the combined municipal Light and Water Plant System of the Town of Rayville, Louisiana, and accepted the offer of Fairbanks Morse Co. to furnish a complete Diesel Engine Generating Unit, together with auxiliaries and equipment for said combined utility necessary for the continued maintenance and operation thereof all in the form and manner as provided by law. In faith whereof, witness my official signature and the impress of the official seal of said Town at Rayville, Louisiana, on this the 12th day of March, 1945. W.

The following resolution was offered by Mr. Binion and seconded by Mr. Speight: RESOLUTION A resolution making application to the State Bond and Tax Board for consent and authority to issue and deliver and provide for the payment thereof in principal and interest certificates of indebtedness of the Town of Rayville, State of Louisiana.

Be it Resolved by the Mayor and Board of Aldermen of the Town of Rayville, Louisiana, acting as the governing authority of said Town: Section 1. That application "be and the same is hereby made to the State Bodn and Tax Board, Baton Rouge, Louisiana, for permission to be granted to issue and deliver Certificates of indebtedness of the Town of Rayville, Louisiana, in the principal amount of $60,000.00, to bear interest at the rate of three and one-half (3) per annum, to mature monthly over a period not exceeding ten (10) years, said certificates to be payable principal and interest solely from a pledge from the income rates and charges of the municipally owned and operated Light Water System of the said Town, said certificates to be issued under the authority of Act 248 of 1912, as amended, and to represent an We are happy to announce that a friend of the library has donated ten very nice volumes which are gTeatly appreciated. Arrangements are being made to open a branch library at Warden. There was formerly a branch there, but the building in which it was housed was needed by the owner and the library had to be closed. AWARDED GOOD CONDUCT MEDAL Indiantown Gap, March Set. Ned Griffin, husband of 21. Mrs. Beulah Griffin of Rayville, has been awarded the Good Conduct Medal at the Indiantown Gap Military Reservation, Pa. Sgt.

Griffin was inducted in January, 1941. He was previously stationed at Ft. Benning, Ga. over, I hope, and all our service boys can come home. Tell everyone hello for me.

W. Kelly, Clerk; Warren Hunt, Attorney; H. W. Blakeman, R. S.

Diamond, Deputy Marshal. Reading of the minutes was deferred. J. R. Myrick and Harry Statham, local citizens, were present.

A motion was made by J. M. Binion and duly seconded by C. C. Buck, that Section 11 of Ordinance No.

Board of Commissioners be understood to mean Mayor and Board of Aldermen. Vote was had on the above motion and resulted as follows: All members voted yes; nays: none. Wynn, George Speight and H. W. Blakeman. This said Board to pass on all applications of plumbers for the issuance of licenses to do plumbing in the town of Rayville. No further business appearing, the Council adjourned.

Reading of the minutes were de- erred. A motion was made by J. M. Binion and duly seconded by S. F.

Wynn that Ordinance No. 58 be amended to read, that no trains shall operate within the corporate limits of the Town of Rayville at a greater speed than twenty miles per hour instead of ten miles per hour as now applies. Vote was had on the above motion and resulted in all members voting yes; nays, none. The Mayor then declared the motion carried and the Ordinance duly amended. Attorney Hunt was authorized and directed to look into the status of the Jowers lots on Pine Street with ref eernce to existing paving debt and other debts that might operate against the said property.

J. Coenen, Jr. The TOWN COUNCIL PROCEEDINGS Rayville, March 12, 1945. The Mayor and Board of Aldermen of the Town of Rayville, met today in reconvened session pursuant to a recess had on Thursday, March 8, 1945. The following were present: W.

Kelly, Clerk; Warren Hunt, Attorney; H. W. Blakeman, L. J. Downes, Acting Marshal.

Reading of the minutes were deferred. The following gentlemen appeared before the Board: Mr. A. C. Boyd, Mr.

William Vessey and Mr. B. A Campbell, the first two named repre- sentiner Fairbanks. Morse or New Orleans, and Mr. Campbell being their attorney.

The matter of the purchase of a Fairbanks Morse Diesel Type Engine Generating "Unit and auxiliaries was discussed very thoroughly after the submission of a proposal by Mr. Boyd. The Superintendent of the combined municipal Light and Water Plant system of the Town of Rayville, Louisiana, reported that there was a stressing need for an additional Diesel Engine Generating Unit for said Light and Water system necessary for its continued maintenance and operation, and that same should be secured without delay, otherwise the Town of Rayville is confronted with the hazard and possibility of the Town being in darkness and without water should the present facilities of the said Light and Water system fail in any way. Mr. A.

C. representing Fairbanks, Morse Company, appeared before the Mayor and Board of Aldermen at their request. Mr. Boyd stated that he had made an examination of the municipal Light and Water system, and that in view of the emergency existing as outlined by the Superintendent of the plant, that Fairbanks, Morse Company would cooperate with the Town and would furnish one (1) 1000 h. p.

Diesel Engine Generating Unit together with auxiliaries and equipment, and upon the installation thereof, it would fulfill all of the present requirements of the Town of Rayville, Louisiana, and in furtherance of his statement, Mr. Boyd submitted the proposal of Fair-' banks, Morse Company for consid eration and action by the Mayor and Board of Aldermen of the Town of Rayville, Louisiana. After due consideration of the said offer and discussion of the emergency confronting the Town in the matter of the continued operation of the municipally owned and operated Light and Water System, the following resolution was offered by Mr. Wynn and seconded by Mr. Buck: RESOLUTION A resolution decalring an emergency to exist requiring immediate purchase of additional.

equipment to be installed in the combined municipal Light and Water System Plant of the Town of Rayville, Louisiana, and accepting the offer of Fairbanks, Morse Company to furnish, a complete Diesel Engine Generating Unit together with auxiliaries and equipment for said utility in the manner provided for by law. Whereas, the Town of Rayville, Louisiana, Is faced with an emergency in the continued operation and maintenance of its combined Light and Water Plant System in that additional equipment is needed immediately to insure the continue.d operation of said utility, and Whereas, any failure of the present facilities would cause the Town, its citizens and taxpayers to be without the facilities of electric lights, power and water, and Whereas, such a condition is seriously endangering the public peace, health and safety of the community, and Whereas, under existing conditions In the discretion of, this Mayor and Board of Aldermen of the Town of Rayville, Louisiana, acting as the governing authority of aaid Town, it is imperative that prompt and immediate action should be taken to insure the continued operation and maintenance of the combined Light and Water System of the Town of Rayville, Louisiana, for the reasons hereinabove set forth, and Whereas, Act 73 of the Legislature of Louisiana for the year 1926 as amended, authorizes this Mayor and Board of Aldermen as the governing authority of the Town of Rayville, Louisiana, to contract for additional equipment to obviate the emergency confronting it without the necessity of advertising for bids. Now, therefore. Be it Resolved by the Mayor and Board of Aldermen of the Town of Rayville, State of Lou isiana, acting as tne governing authority of said Town: Section 1. That this Mayor and Board of Aldermen of the Town of Rayville, State of Louisiana, acting as the governing, authority of said Town, does hereby declare an emergency to exist in the Town of Rayville, Louisiana, in that the public peace, health and safety of said Town, its citizens and taxpayers would be seriously endangered by any failure of the present operating equipment and facilities of the combined municipal Light and Water Plant System of the Town of Rayville, Louisiana, and that due to such an emergency hereby declared to exist, that there be and there is hereby required the immediate purchase of additional equipment to obviate such emergency.

Section 2. In view of such an emer gency and the danger of any delay in the purchase of additional equipment, the offer submitted this day in writing by Fairbanks, Morse Company agreeing to furnish complete Diesel Engine Generating Unit together with auxiliaries and equipment which are hereby declared necessary for the continued maintenance and operation of the combined municipal Light and Water Plant System of the Town of Rayville, Louisiana, be and the same is hereby accepted, and which offer was in the following words and fig ures, to-wit: New Orleans, Louisiana March 12. 1945. The Company will furnish the services of an erecting engineer to supervise the installation of all machinery, materials and equipment included in this proposal.

The Town will furnish all necessary common labor, unload, haul and place machinery on foundation to be built by the Company. The Company will furnish all electrical material and make necessary electrical connections from alternator and exciter to switchboard panel. The Company will carry insurance on the machinery, materials and equipment herein sold until installed and accepted by the Town, to insure to the benefit of the Company and Town as to their respective interests. Section 3. The Company does hereby agree to furnish all machinery, materials and equipment listed in Section 1 for the sum of Seventy-six Thousand Eight Hundred and Eighty-five ($76,885.00) Dollars.

Section 4. The terms of payment shall be as follows: $16,885.00 cash upon shipment of engine, and the Company will accept in lieu of the balance of $60,000.00, and as evidence of the said obligation, the legal issuance and delivery to the said Company by the said Town of Rayville, Louisiana, negotiable, interest-bearing coupon certificates of indebtedness of the Town of Rayville, State of Louisiana, in the principal amount of Sixty Thousand ($60,000.00) Dollars, said certificates to be August 15, 1945, to bear interest at the rate of three and one-half (34) per centum per annum, said interest payable semiannually on February 15 and August 15 in each year, and on those certificates which mature other than on semi-annual interest payment dates, the Interest thereon shall be payable semi-annually and on their respective maturity dates. Said certificates to be subject to call, payment and redemption by the Town of Rayville, Louisiana, on any interest payment date at a price of $1.04 on the dollar of the face value thereof, plus the accrued interest to call date and payment, on said date. Said certificates shall mature monthly, in consecutive order, beginning with certificate number 1 which shall mature on September 15, 1945, to and including certificate number 120 which shall mature on August 15, 1955, said certificates being numbered 1 to 120, inclusive, and being in the denomination of $500.00 each. The certificates of indebtedness evidencing the within obligation shall be payable solely, principal and interest, from the income, rates and charges derived from the operation of the municipally owned and operated Light and Water System of the Town of Rayville, Louisiana, and by a pledge of such income, rates and charges as authorized and provided for by law and shall be delivered to the said Fairbanks Morse within a period of ten (10) days from date of shipment of the engine.

The pledge of the rates, charges and income for the payment of the said certificates of indebtedness shall be subject and subordinate to a prior pledge thereof in an amount sufficient to pay principal and interest on an outstanding issue of Light and Water Revenue Utility Bonds of said Town of Rayville, Louisiana, in the principal amount of $47,000.00 dated August 1, 1938, bearing interest at the rate of four (4) per centum per annum and maturing serially August 1, 1945, to August 1, 1958, both Inclusive. Section 5. The Town of Rayville. Louisiana, shall carry insurance for not less than Seventy-five (75) of the total obligation representing the value of the said machinery, materials and equipment against damage, fire, winds, tornadoes, and cyclones, and said machinery or policies shall be assigned to the holder or holders of the certificates of indebtedness of the Town of Rayville, Louisiana, as he, she or their respective interests may appear. The Company will pay the State Sales Tax as is presently imposed, and the Town will pay any other taxes or tax that may be imposed by the State or Federal Government, and which may be effective at the time of shipment of the machinery, materials and equipment covered by this proposal.

Section 6. The Company does hereby agree to furnish performance bond, and will also furnish the legal approving opinion on the issuance of the said revenue certificates, which certificates will be issued under Act 248 of 1912, as amended, and in strict conformity therewith, which said act authorizes municipalities to issue certificates of indebtedness and pledge rates, charges and revenues of such public utilities municipally owned and operated, for the payment of the prin cipal and interest thereof, all as provided for in said Act, to represent the obligation given in payment for the Light and Water Improvements. Section 7. It is specifically understood and agreed to by both parties hereto, that all obligations under this proposal are predicated and contingent upon the Town being able to obtain a preference rating from the War Production Board of an AA-5 or better, to permit the Company to carry out the agreements set out in this proposal, and the Town being authorized by the State Bond and Tax Board to issue and deliver the said certificates as the evidence of the obligation incurred under this contract. The Company to pay the cost of the printing of the said certificates.

Section 8. This proposal is executed fantry and it was no fun.
