EDMONTON JOURNAL, Thursday, November 19, 1981 B3 Bogle wants health board audited If you like lean, tangy bacon and succulent beef tenderloin By WENDY KOENIG Social Services Minister Bob Bogle has asked for a management audit to determine how efficiently the Edmonton Board of Health is using provincial money. Eileen Fedor, Mr. Bogle's assistant, said Wednesday the audit will be done by an independent firm. Mr. Bogle has been holding discussions with board representatives to determine exactly what the auditors will look at, she said.

Ms. Fedor declined to comment on the reason the minister wanted the audit, but she said a similar management audit of the Medicine Hat board of health is now in progress. Dr. J. M.

Howell, chief medical officer of health for Edmonton, said the audit request came after the board asked for additional provincial funds to increase the number of staff and office space available. The board of health, which employs about 324 people, has a budget of $12.7 million for the current fiscal year, Dr. Howell said. He said Mr. Bogle wants the audit to look only at whether the board of health operates efficiently, but board officials want the audit to consider whether the money being provided by the provincial government is enough to provide all the services needed in Edmonton.

The board's health protection branch handles disease control and the inspection of such public facilities as restaurants, hotels and day-care centres. The health promotion branch provides public health nursing, speech and language therapy, dental services, mental health services, home care, a program of mechanical aides to disabled people, nutrition counselling, family planning services, health education, and grants to an apartment for the disabled and a core area medical clinic. This spring, angry board of health officials protested to Mr. Bogle about the lack of sufficient funds for good community health services in Edmonton. A budgeting error in Mr.

Bogle's department meant that boards of health received only a 22-per-cent budget increase enough to maintain existing health programs but not to expand them or start new programs. However, Mr. Bogle refused to go to the legislature for more funds. The Edmonton board announced the lack of provincial funds would result in longer waiting lists for services like speech therapy and family planning, fewer restaurant inspections, a 25-percent cut in visits to senior citizen's homes, an end to kindergarten dental education programs, the dropping of 320 people from prenatal courses for parents, and further delays in investigating complaints about rental housing. Last week the community health controversy erupted again following the deaths of several people in downtown slum dwellings.
