10--Saturday, February 17, 1973 THE TIMES-STANDARD Eureka; California 32 of 47 School Districts Have Races Trustee elections will be held April 17 in 32 of Hutnboldt's 47 icparate school district races, according to a tentative can- diate list made public Friday by County Clerk Fred J. Moore Jr. A total of 193 candidates had signed-up by the Friday 5 p.m. signup deadline, Moore stated, running for 103 separate school board positions. Those elected will take office July 1.

The most hotly-contested of the races will be the Southern Humboldt Unified contest, with 14 candidates seeking the four positions, Arcata High, with 11 candidates for three positions, Jacohy Creek with 10 candidates for three posts, Fieldbrook with eight for two and the Hoopa- West area of the Klamath-Trlni- ty Unified, with seven for one also promise to be hard-fought races. No elections will be held in 14 districts, where the number of candidates to file was equal to or less than the number of posts open. Board members in these districts will be appointed by the existing school boards, with filed candidates i i automatic appointments. The uncontested elections will be: Bluff Prairie, Bridgeville, Freshwater, Ferndale Elemen- tary, Garficld, Green Point, Ferndale High. County Board of Education trustee areas and (Forluna and Ferndale areas), Redwood Community College (all three trustee areas), Klamalh-Trlnity Unified trustee area one (Salyer area), and Eureka City wards one and five.

2 in Eureka on alternative com prehensive water quality co trol plans for the Klamath Ri er Basin will be held her March 28, according to an ai nouncement of the North Coa, Regional Water Quality Contr Board. At the meeting, Thomas Mai. key, project engineer for th State Department of Water Re sources, will present alternativ plans and a recommended pla to the regional board for con sideration and comment. The meeting will be at 9 3 a.m. in the hearing room of th Planning Department, 2555 Men docino Avenue, Santa Rosa.

City Truck Not Dumping Raw Sewage A City of Eureka pumping truck is not depositing raw sewage at a land disposal site near the city's airport propert; at Fairhaven, N. T.

"Terry 1 McGovern, city public work director, this week assured area residents. Responding to rumors tha raw sewage was being trucked from a broken-down sewag plant in the city, McGovern saic the material being taken to th Samoa Peninsula in a yellow ci ty truck was inactive sam removed from the bottom of a digester at the Hill Street plant McGovern said the plant is operating as usual, but does no have a grit channel where thi sludge can collect after treat ment. It must, he said, removed by pumping from the plant, scheduled to be phased out. McGovern said the last timi the plant was pumped out wa about 10 years ago. The material was placed at thi same spot near the airport.

Covered by Sand A bulldozer places a layer sand on the dumped materia after it is pumped out of the 2,000 gallon capacity truck, the official said. He said it con stitutes no danger to public health and is even sought out as "organic fertilizer" for gardens as the material contains about the nitrogen content of steer manure. (Dried material is available to residents at no cost from the city's other treatment plants a McCullen and Murray streets.) McGovern said the truck has been pumping for about a month and wi'l be transporting material for another week to the sand site. The truck makes about six trips a day, five days a week, carrying mostly water. McGovern said the sludge is a "great binder for the sand." He said public health officials were aware of the activity and approved of it.

Ecology Fund At $5 Million LOS ANGELES (UPI) A $5 million ecology fund was announced by Gov. Ronald Reagan Friday with Us first annual $150,000 award to be given in October to the person contributing the most to the world's environment. The fund is named after John C. The species were cultivated at the Humboldt Ecology Center during the past year and a half and will be placed in the Cuneo watershed if enough volunteers remain Sunday and Monday following the Bull Creek planting. Allen said the park department has provided footbridges and other accesses to the planting area, previously inaccessible terrain. He said the planting would cover about 40 acres. Allen said the trees are only $25 a thousand, with the costs of the trees and preparation more than made up for by the manpower expected to aid the park personnel in the planting.

"It's a good program for the club and it's a good program for us," Allen said. Allen said college students from as far inland as Shasta College and Chico State, in addition to local colleges, would be participating in the plant, which began as a less formal affair with the Sierra Club furnishing the trees. The more sophisticaled leve of planting activity now seen Allen said, has allowed scientific studies of the planting lo determine survival rates. Allen said the group has ac tually obtained 60 per cenl survival rate of planted trees, compared with 1V4 or 2'per cenl survival figures normally countered in such planting ef forts. Allen said timber companies figure on 10 per cerii survival ranges.

Legal Aid Programs Curbed SACRAMENTO (UPI) Nearly half of California's 'ederally funded legal aid have already curbed programs or will have to cut back by March 1 as a result of inaction by the Nixon administration, it was reported Friday. Edgar A. Kerry, head of the Sacramento office of the ialifornia Rural Legal Assis- said 16 of the 34 groups lave felt the effects of the 'cdcral inactivity. He said some lave shut down and others cannot meet their payrolls and are laying off staff. "The way they're administering it (the legal program), it looks like they're trying to kill it," Kerry said in an interview.

He said the Nixon administration has "simply failed lo lake action to produce funds," describing the effect "administrative strangulation." The groups listed by Kerry as being affected in varying degrees by the lack of fuunds arc in Los Angeles, the San nbrlcl Valley, San Fernando San Joaquln County, Ornngc County, Kern County, San Diego, Merced County, Slanislaus Counly, Berkeley, Conlra Costa, Marin, San Mateo, Solano and Ventura counties and the San Francisco Neighborhood Legal Assistance Foundation. As an example, he said the Los Angeles legal aid group's grant ran out on Dec. 31, but they have received no addition al funds from the office of Economic Opportunity. Since the beginning of the year, Kerry said the group has had to borrow funds lo make-do. Kerry, said aboul 400 attorneys are connected with the 34 groups, some ot which are also funded partially from other than federal sources.

He said Ihcy have about 60,000 legal cases are outstanding. According to the CRLA atlorncy, the groups were budgeted to receive $9.6 million this year. He said most persons connected with programs had assumed they would continue to supported by the Nixon administration since It lias budgeted $71.5 million national- ly for legal aid groups in 137374. He said the lack of funds will mean that most of the pending lawsuits Will be lost in courl because the lega! aid clients are "poor people who don't have the resources to continue with the cases." Sen. Mervyn Dymally, D-Los Angeles, warned that the stale faces "a legal disasler of unparalleled magnitude and one fraught with real danger."
