Foster and McGarvey Limited. Funeral Directors and Licensed Crematorium. 428-6666. By WENDY KOENIG It's not fair to provide special education and job opportunities for native people, and then refuse poor white people the same help, Labor Minister Les Young said Tuesday. Mr.

Young said that allowing special "affirmative action" programs, which give preferential treatment to a particular disadvantaged group such as natives, violates the spirit of Alberta's human rights laws. The minister was commenting on a recent board of inquiry decision on Alberta's first reverse discrimination case. A government-appointed board ruled that the University of Calgary discriminated against 27-year-old Marlene Bloedel of Cam-rose, by refusing to admit her to a first-year business course offered through Maskwachees College on Hobbema Reserve. Mrs. Bloedel, who charged racial discrimination, was refused entry while native people with equivalent, or lower, academic standing were accepted.

Mr. Young said the Alberta Individual's Rights Protection Act says there should be equal opportunity for all citizens in the social and economic life of the province, regardless of such characteristics as race. The act also encourages the establishment of programs to help people who don't have the income, education or lifestyle of the rest of society. Spectacular, but not Firemen waited with hoses ready Tuesday morning in case fire broke out while these two trucks were pulled apart by cables, but the mess was cleaned up without incident. No one was seriously injured in the spectacular smash when the milk van and pickup truck collided at 1 14th Street and 76th Avenue.

The Alberta Human Rights Commission has asked the government to amend the law to allow programs which give prefer ence to natives, women and members of other disadvan taged groups. Commission chairman Bob Lundrigan said while there are under-pnvileged whites who need help, as Mr.

Young said, the percentage of disadvantaged whites is small compared with the native population. To be effective, special programs must be directed to a specific group, and tailored to that group's needs, Mr. Lundngan said. He said he is afraid the Bloedel decision will encour age employers and educational instituions not to set up programs for the disad vantaged, or abandon the ones now existence. The University of Alberta offers a program, called Project Morninestar, to train native teachers.
