New health resorts, skating rinks and movie theaters were ordered built "to provide more adequate entertainment for working people during their free time." Alcoholism has been a major problem in the Soviet Union for years, but veteran Soviet observers said today's announced measures directed against it were the most wide- ranging ever attempted. Expensive Paintings Returned WORCESTER, Mass. (UPD-- Four well-known paintings valued at nearly $2 million have been returned to the Worcester Art Museum almost as mysteriously as they disappeared. Two Gauguins, a Rembrandt and a Picasso, stolen from the museum's walls May 17, were found in "reasonably good condition," said Police Chief George D.
