We cannot be double-minded, saying we will obey this portion of the scripture but we see no reason for that part-that isn't delighting ourselves in the Lord; that is rebellion. Jesus died for all who believe on him. He arose for all who obey him. His gift of peace and joy is free. He has already paid the price.

For us to be depressed and unhappy month after month and year after year is totally senseless. Let us reach out for the gift of abundant life that is being offered us today. Let us delight ourselves in the Lord, and he will give us the desires of our heart. "Delight thyself alio in the Lord; and he shall give thee the desires of thine heart," Ps. 37:4.

Are you unhappy? Is your life filled with disappointments and discouragement? Do you find little which satisfies you? This sounds like an advertisement for some instant cure; and that is just what it is, except this product is free to whomsoever will. The above scripture says if we will delight ourselves in the Lord, really put our whole heart, mind, and strength into living for Him, He shall give us the desires of our heart. That is a pretty good promise, isn't it? If we could have all the things we want, there would be no discouragement and unhappiness. Now you may argue that we do not need everything we want and some things might be harmful to us. But, think, if we are truly consecrated, having our goals set on eternal life, we will desire only the spiritual and scriptural things and will be satisfied with what God gives us-thus.

"This blank check 'emergency' provision could subvert the purpose of the bill by allowing pork barrel practices to continue," PAR said. On another issue, PAR said only one proposal (HB 1723) controlling employment in government would provide a complete system of personnel management, while other proposals to freeze state hiring essentially are only budget control devices. "Hiring freezes should be reserved for short-term financial emergencies, not general policy," PAR said. More important than restricting the number of state employees is insuring that state agencies are staffed properly and that employees are being used to the best advantage, PAR said. to 5 percent; another would mandate adjustments of up to 10 percent a year based on the Consumer Price Index.

The variety of proposals "indicate more stronly than ever the need for a uniform state policy regarding COLAs for the public retirement systems," PAR said. One alternative would be to determine COLAs as part of the normal benefit package and require employees to pay contributions sufficient to finance them, PAR said, but, current employees should not have to pay extra benefits for retirees. PAR also said that adjustments in benefits should be given only to those who have been retired long enough "to have suffered a real depreciation in benefits," not to new retirees as the 10 percent COLA did last year. "The 1979 act has encouraged a mass exodus of employees to take advantage of the increase in benefits equal to four years of service credit," PAR said. "A similar situation might be expected in 1981 with the 9.7 percent COLA COLAs should not serve to encobrage early retirement." On capital budgeting, PAR said four proposals before the Legislature would reform Louisiana's budgeting system The Public Affairs Research Council said today that proposed cost of living adjustments (COLAs) for retired public employees and liberal retirement measures for public officials ultimately will cost taxpayers money.

PAR said one proposal for an added 9.7 percent increase together with the 10 percent COLA given last year would encourage even more early retirement and thereby drive up the cost to the state. The two COLAs would allow a June 1980 retiree in his mid-fifties with 34 years of service to receive benefits equal to his full-time salary. With 40 years' service, a retiree could receive 20 percent more than he made on the job, PAR said in its weekly Legislative Bulletin. The Legislature is considering a continuation of the 10 percent COLA given last year to retirees in five major public retirement systems, PAR said. The plan is budgeted for S29 million in tax money.

"One of the worst abuses of public retirement is permitting part-time, low paid public service to be counted as full-time service in determining retirement eligibility and benefits," said PAR, a citizen-funded government research organization.
