RUM SAVED BAHAMA Islands on Verge of Bank, ruptcy When Prohibition Started Golden Flood. ENGLAND SPURNED NOW Native Population Wants to Run Government Since Revenues Have Jumped. ONLY 20 PER CENT. WHITE Liquor Running to United States Creates Complex Political Situation. VI.

Special Despatch to The New York Hmia Nassau, N. Bahama Islands, Aug. was to be expected that Bahamian politics would feel the influence of the liquor trafllc that was born simultaneously with the Eighteenth Amendment and which came to the rescue of a colony financially defunct. There was talk of Crown rule in the Bahamas in the latter part of 1919. It looked as though the colony had fallen so low In the economic scale that Downing Street would have to step in, take over the local Government and administer Bahamian affairs much as a receiver takes over a collapsed railway.

In the furore and the prosperity of the eighteen months following the outlawing of drinking in the United States, Nassau forgot the immediate past. The prospects of Crown rule had been banished. The Bahamas became the most prosperous colony in the British Empire. In fact the merchants of Nassau became so prosperous that talk of greater independence of British rule became a serious topic of conversation. Where the business men, deep in lethargy, had once expected the Colonial Ministry to appear in one of his Majesty's warships at any moment they now are repudiating any thought of the sort.

In fact these same business men of Nassau are among the foremost of the large element of the native population who are lined up against the present Government of the islands and are calling upon Gov. Cordeaux, his cabinet and his legislative counsel to resign that the Bahamas may be ruled by Bahamians or, at least, by men who have more in common with Bahamians. Further than to say that the existing feeling between native Bahamians and the existing Government is bitter, this article declines to go. Both Sides Self-Confident. Apparently It Is a case wherein both sides are utterly sure of the righteousness of their respective causes.

There Is no secessionist party; no separatist element worthy of consideration. The bitterest of the anti-Cordeaux Bahamians throw up their hands In fright if you ask them whether they want independence; whether there is a local Sinn Fein urge; whether they consider British rule unfair. "Oh, no, no," they cry, "nothing like that. Pray don't intlmato It. It's merely this: That we rather feel that Nassau is the property of Nassauvians, that Bahamians should rule the Bahamas.

We don't call it anything, you know, Just sort of feel it Oh, we'ye loyal enough to the Crown and all that, but we wish that the Crown wan a bit more understanding and all that." "Utter rot," is the reply of representatives of the Crown. "These people are like men who, after long abstinence, have been drinking too much. Success has gone to their heads. Their memories have deserted them. They forget that there were but five periods, all widely separated, in their history when they made money.

First, they were pirates, then they were wreckers, later they became blockade runners during the American civil war, then filibustering to Cuba and Central America brought prosperity, and now they are overcome with prosperity duo to bootlegging. "When the United States discovers a way to stop this booze traffic they'll ba back into bankruptcy again. Then they will cry for their mother." When you analyze the local political situation you discern at least four various sentiments. There is an element in the native white small element, to be would not be unfriendly to annexation to the United States. At least one business man informed the writer that this would be welcome for the Jim Crow laws it would make possible, If for no other reason.

This man. by the way, is a prohibitionist. however. He cited the fact that SO per cent of the population of the archipelago is black. There are 15,000 persons In Nassau.

Twelve thousand of them are negroes. The negroes vote. Tin: chances of the Bahamas becoming a part of the United States. if left tn i plebesclte, are nil. William J.

Bryan's suggestion that America buy the Islands has made Mr. Bryan the most unpopular man in the world, so far as the Bahamas are concerned. Rale Vrsed by Faction. Then there ia an element talking home rule. They declare it unfair that the only voice they have In the government ef the colony is vested In the House of Assembly, a body that may concur in or dissent from legislation but which la otherwise powerless or virtually so.

Next comes a faction, more or less related to the one cited In the preceding paragraph, that says It is willing enough that the Crown should appoint the Governor and the Governor organize his own executive council and legislative council, bodies respectively to the American Cabinet and Senate, flut they Insist that the Governor chosen should be approved by the electorate of the Bahamas and that he be clothed with less nrbltrnry powers In his selection of his executive and legislative councils. The current desdlock between Gov. Cordeatix and the House of Assembly Is more or less significant, or would It were not so typical. Within the last six months the breach between the Crown's representatives and the elected House of Assembly has become eo that there were conservative citizens predicting that the Governor would exercise his ultimate prerogative and dissolve the House. They even went so far as to say that should there be signs of mutiny after such a radical step that it would mean Crown rule anyway; that a warship might be expected and the comrtlander thereof would read the Crown's manifesto from the Government House steps.

And that, they declared, would mean tho end of the free for all rum running. By the same token It would mean the end of this current prosperity. That had Its effect. The members of the House of Assembly became a trifle more conciliatory. Their political bosses, being dlrec-tly or indirectly interested in assuaging the dryness of America, let it be known that It might be well to look Into the future before going too far to the side.

At any rate, rum profits overcame political ambitions to a certain necessary extent. But still there lingered the soul of the The Crown'h representatives out from England move together. Tlndr social life Is their own. They are exclusive to a degree that might be understood in Beacon street or Rittenhouse Square, but hardly eirewhere on this side of the Atlantic. Outsiders are cordially received, beautifully entertained and left with a deep Impression of the charm and culture of the English In Nafcsau.

But these delightful people mingle with and open their hearts to the native white Nassauvlan with all the celerity and warmth that the native white Nassauvlan does to the Whites In Two Social gets. The native whites, therefore, move In their own sets. Presumably they have no more or no fewer cliques and sets than folks elsewhere. But they are forced Into a sort of middle class. They will not admit themselves to be a middle class.

They contend that fhoy form the real upper class and that the foreigner (for such is the Englishman called by the more bitter white Nassauvlan) is a grade lower socially. The unhappy feature of It Is, however, that this foreign element refuses to take the position of a middle class and, banded together, freezes the native white with a cold contempt. Of course the blacks fall by common consent Into the Inevitable lower class. They form, as has been said, the bulk of the population. They perform about 95 per cent, of the modicum of work the colony docs.

There will be those, of course, who will take exception to the 'statement that there is a bitter jealousy growing out of the exclusiveness of the Crown's representatives and the Inability of the native whites to impress tho former. The statement Is true, nevertheless. It is apparent In the current skirmish between the Nassauvlans and Gov. Cordeaux, a skirmish that has developed from an Incident that seems amazingly trifling to the outsider but which has created unbelievable hatred between members of the two widely separated factions In Nassau. The Nassauvlans say that William Fletcher Albury is a victim of persecution that he was selected for crucifixIon that he represents Nassau and that he was chosen by the Crown's representative as a symbol of Nassau that was to be held up to the world that the world might know how little the present Government thinks of the Nassauvlan.

Hero Arrested by Negroes. Albury was the first Nassauvkin to enlist from the Bahamas during the late war. He is quite popular. He was and still Is employed In the local offices of the Bahama Islands Import and Export Company, an American corporation dealing In American whiskeys. On March 14 Albury was arrested publicly by three of the negro constables charged with certain activities that, to say the least, argued a lack of good taste.

The colony was properly shocked, for it wasn't a very nice thing to talk about, although nobody In Nassau has talked about anything else since. There's a paucity of topics In Nassau. Edgar Ernest Turner, the commandant of police, swore to the warrant on which Albury wis arrested. Joseph St. John Yates, acting fittpendlaiy Circuit Magistrate (plain police magls- trate In New York), sat In Judgment when the popular young Albury was arraigned.

Much conflicting testimony was taken. Albury's legal representatives said that the case should be dismissed as not proved. But Yates decided that It had better go to the Supreme Court, where It subsequently went, only to be dismissed. Albury, it seems, had been blackballed when ho was up for membership in the local club. Nassauvlans become enraged and accused Turner and Yates, both Englishmen.

Turner and Yates denied having blackballed Albury and Insisted that their personal feelings toward Albury had not inspired their attitude in the subsequent arrest of Albury. Now, Albury being released by the Supreme Colrt, the club retaliated by suspending Turner and Yates from membership and promptly electing and admitting Albury. The native House of Assembly forced the suspension of Turner as Commandant of Police. The Governor appealed to London, and the Colonial Secreary called upon the House of Assembly to reinstate Turner Immediately. The House of Assembly refused to do so.

The Governor raved and threatened dire things, such as dissolving the House. He was informed that the Identical House would be elected again, so that It would be a great waste of time. Then the Colonial Secretary In London let It be known that It was expected of each colonial governor to be suf-! flciently astute politically and otherwise to Insure the permanent abode within his bailiwick of that unity, peaco and concord that must exist If the British Empire Is to remain the British Emphe. And In the meantime the rebellious and half victorious Nassauvians are calling upon tho Governor, his executive and legislative councils to resign that Nassau might be governed in Nassauvian Interests. Tho only thing that holds the situation together is the existing liquor trnJe.

The Nassauvlans hesitate to go too far lest they kill their current prosperity. Tho Crown's representatives, realising that their personal success and prosperity fall when those qualities flee the colony, hesitate to take radical measurer. But what may happen If the liquor trafllo falls must be left to conjecture. The Nassauvlans may slump bajk Into their wonted Indigonco. Thus situated they may accept anything the Crown may suggest.

Inasmuch as they have nothing better to offer or In prospect. But if such relapse does come to pass tho hope of higher salaries and the pleasure of continuing In the enviable position of governing the only British colony without a public debt will slip from the hands of ths present authorities. The German-Russian Shipping Company la Intended primarily to ehlp to Russia good a that the Soviet Government has purchased In Germany. This was the declaration made by Director Huldomann of the Hamburg-American Line, who at the same time Is director of the new shipping company.

This overcomes Germany's difficulties In porting goods overland, where the cruai t.oms duties of the various small states and Polish political hostility made regular transit Impossible. The new ships will do service primarily between Petrograd and German ports, Herr Huldemann continued, though an extension to Black Sea porta Is possible. Ho denied that the company constitutes monopoly of the Hamburg-American Line of shipping to Soviet Russia. Although the agreement Is a monopoly as far as the Soviet Government Is concerned all German shippers will have eepisl opportunity to operate through this company's service In the Immediate future. The service consists rather of specially chartered ships with particular cargoes than a regular passenger service.

The master to str Cameronla (Br) reports under data of Aug 18, 1921, that Formby llglu veagel, River Mersey, England, at the entrance to the Mersey River, In approximately lat 53 31 Ion 3 11 W. had sunk at her moorings and would be replaced by a relief light vessel as soon as practicable. The mines In the Bay of Burghaz, Black Sea, have never been swept and the channel, said to extend two miles off Megalo Nisi light, still seems to be a doubtful matter In the minds of certain port officials. A thorough understanding on this point would lend greater assurance to all vessels using these waters.
