A month or so ago, the police in nearby Pittaboro arrested a woman named Linda Jones and charged her with shoplifting. In her possession, investigators say, was a notebook that contained the names and clothing sizes of several dozen North Carolinians, among them Clarence and Marguerite Light-ner of Raleigh.

Nothing has been the same in this capital city since the discovery of that little book. Clarence Lightner is an undertaker, a cemetery operator and an insurance agent. He is also the first black ever elected mayor of a large, predominantly white southern city. Marguerite Lightner is, his wife, his business partner and the mother of his four children. And because the police-checked up on the names in that little book, she is also a woman facing a charge of receiving stolen goods from Linda Jones, a convicted shoplifter.

These items were allegedly stolen on order. What about Lightner, whose name was also in the book? "At the present time, we have no plans to seek an indictment against the mayor," the district attorney's office replied. Mrs. Lightner, who was indicted with three other persons by a grand jury, could be imprisoned for up to a decade if convicted. She was fingerprinted at the local courthouse, ordered to post a $1,000 bond pending trial, and heard to moan, "Oh, dear, dear, dear." Which more or less seemed to sum up the feeling of most of the 110,000 whites and 30,000 blacks who live in Raleigh.

As steadily as any southern city, including Atlanta, Raleigh has been moving toward a new era in racial politics. Once just another conservative Dixie town run by its chamber of commerce, Raleigh has become a growing city of political progressivism as thousands of educators, scientists and government officials have moved in to work in nearby universities, research centres and state and federal offices. The city's population has almost doubled in a decade. Concerned about matters such as race relations and controlled growth, Raleigh's black community and the white newcomers have combined forces in at least three crucial instances recently to elect candidates who otherwise would have lost. First, whites provided Lightner with a solid winning majority.

Next blacks gave a white candidate, Oliver Williams, a winning margin in a close city council election. Then whites sent a black, John Winters to the North Carolina State Senate.
