Mr. Barr, meeting criticisms from some of the 450 ATA dele gates, said the minister "has had an open-door policy toward educators which will stand com parison with any in this coun try." He said rewriting of the School Act, and educational fi nancing matters, leading con cerns of Saturday's meeting, have already been discussed privately by Mr. Clark, the ATA executive, and the Alberta School Trustees' Association, Mr. Barr said Mr. Clark since November had committed last Saturday to attending a "brainstorming session" of Socred cabinet ministers and organiza- tional officials at a lodge near He noted that Mr.

Clark was represented at the ATA meet ing by Deputy Education Min ister Dr. T. C. Byrne, and Bryant Stringham, chairman of the committee for rewriting the School Act. Military historian dies at 73 OTTAWA (CP) William Boss, 78, retired Cana dian army historian and former secretary of the Ottawa Home-builders Association, died here today after a brief illness.

He shared in the production of the official history of Canadian participation in the First World War, and in retirement wrote regimental histories of the Stor- mont, Dundas and Glengarry Highlanders, and the Lanark and Renfrew Scottish regiment. He and Mrs. Boss, the former Marcelle Ramaut of Lille, France, would have observed their 56th wedding anniversary Wednesday. He also, is survived by three sons: Bill, former reporter for The Canadian Press and now public relations director for the University of Ottawa; Ray, personnel officer with national health and welfare; and Dr. Mark Boss of Brockville, Ont.

Boss was born in Bur-ton-on-Trent, England. The funeral will be held Fri day from St. Vincent's Church, Ottawa. By GORDON PAPE Southam News Services OTTAWA The Canadian government has been advised by its representatives in Nigeria that the relief problem in the Biafran war zone may not be as acute as is generally believed. A dispatch from the Canadian high commission in Lagos received by the department of external affairs Monday indicates that massive shipments of emergency aid from the outside world are not the most urgent requirement at the moment.

The high commission reports that large food stockpiles are already present in federally-con trolled areas in the immediate vicinity of the war zone, the dispatch also notes that federal government forces now control the roads into the secessionist region and states that the Ni- RECOVERY FACTOR. Representations shall be confined to data available to December 31, 1969, and the Board Orders subsisting January 1, 1970, shall be used to define the pools to be considered.
