May 22, 5171 25 Friendly Red overtures spark fight Surgeons in Baltimore fought to save the sight Thursday of a 25-year-old mechanic after he tried to gouge out his eyes in jail while apparently under the influence of drugs. Police said the incident occurred while the mechanic, Charles H. Innes, was being held following his arrest Wednesday while running naked in a downtown street At the time, Innes was free on $3,000 bail after being arrested on drug charges. He had required hospital treatment after swallowing a liquid believed to be a narcotic.

Doctors said Innes took a potent tranquillizer, normally given to animals and then attempted to tear his eyeballs from his sockets as the drug hit him. Archbishop Edward C. Scott, primate of the Anglican Church of Canada, said Friday night in Toronto an Anglican priest in Canso, N.S. will be removed from his parish because the congregation refuses to pay his salary. Mr.

Scott said in an interview Rev. Ronald Parsons, involved in a battle for fishermen's rights, has "lost the confidence of his congregation." Nixon announced Thursday what he called a "significant development" in breaking the deadlock in nuclear arms talks between the U.S. and the Soviet Union the negotiation over both offensive and defensive weapons. The exchange was the hieh-light of the opposition day debate based on a motion by Conservative Defence Critic Michael Forrestall. The motion said the government is downgrading the armed forces and prompting Canada's allies to question its credibility.

The basic consideration that the government must keep in mind when preoaring its defence white paper, he said, is that a threat still exists. It wculd he danfer'-us to develop a defence policy on the basis of what resources it felt it could set aside for defence, rather than on the realization that Canada needed the strength to counter such a threat. Although Mr. Forrestal made several references to the threat, he didn't define its nature. He said Canada's per capita expenditure on defence is $88, compared to the U.S.

per capita cost of $360. This showed "the contribution being made by the United States military forces ts world peace OTTAWA (CP) Defence Minister Donald Macdonald exchanged salvos with a Con-servative predecessor in Commons debate Friday about the wisdom of Canada's friendly overtures towards the Soviet Union. Douglas Harkness, defence minister between I960 and early 1963 during the Diefen-baker government, said he believes that the Russians are using Canada to weaken the NATO alliance. The Soviet Union, he said, still wants to spread communism throughout the world and is the only real threat to the security cf Canada and the Western bloc. Canada's "cozying up" to the Russians could have far-reaching effects on defence arrangements and Canada's national security.

"This whole business of the agreement with the Russians and so on causes one to believe that what Russia is doing is using this as a means of weakening NATO, which has always been one of her long-term objectives." Mr. Macdonald, debating defence policy in the Commons for the first time since he was appointed minister last September, mockingly called Mr. Harkness's speech "a first class flashback to vintage 1950 cold-war days." WTiile Mr. Harkness ob-vious'y didn't think the West had anything to gain from opening negotiations th the Soviet Union, others did. They included: U.S.

President Richard Nixon, West German Chancellor Willy Brant, and Jhe command of NATO itself. Mr. Macdonald told Mr. Harkness that not everybody had stuck to his cold-war position.
