(UPI) Edwin Edwards has told members of a special committee set up to solve Louisiana's property tax problems they should consider removing state from the property tax business.

The 38-member committee, created by the legislature last The U.S. command said fire from the big guns of one light cruiser and three destroyers off the coast of Quang Tri, 435 miles north of Saigon, cleared the way for today's marine Studv ST legislature for Aug. 20 to act on the committee's recommendations. The committee was formed in the wake of a ruling by a three-judge federal court in New Orleans striking down Louisiana's property tax relief fund distribution formula. The property tax relief fund is the system by which the state reimburses to the parishes funds the parishes do not collect because of the state homestead exemption.

The court said the distribution formula was unconstitutional because the fund was not distributed on an equitable basis among the parishes. The judges enjoined the state from distributing any of the $72 million in the fund and ordered the legislature to come up with a new distribution formula by Sept. 1. (Continued on Page 10) Eagleton Surprised With bono Voop Nomination The St. Mary Parish School Board formed a committee Thursday to investigate any alternatives to three day suspensions of students.

H. V. Fondren board member, said schools should have some other method of dealing with student infractions which would keep them off the streets. The committee will consist of two high school principals, two junior high principals and two from elementary schools. If possible, the committee will report its findings at the September meeting.

The board also decided to meet with principals before the school year begins to discuss problems with grooming and dress codes and Mineral Doard Rccoivos Loaso Sab Donsos The State Mineral Board accepted 11.7 million in bonuses, in the first lease sale this week of the Edwards administration. The board received an average of $81.66 per acre on 20.963 acres leased. Chevron Oil Company paid the largest bonus on tract No. 12,349, Block 45, located in the Breton Sound area off Plaquemines Parish. The oil company gave $503,402 as a cash bonus for a five-year lease of 1,923 acres.

The total was an average of $262 an acres. Oil companies must drill on the leases within one year from the date of the lease sale or pay to the state as rentals ose-half of the amount of the bonus. They must pay the rental, or drill and establish production, if they wish to keep the lease. The top bonus per acre was also bid by Chevron on tract No. 12,390, Block 45.

The firm paid $273 an acre as the bonus for a three-year lease on the inland tract. The total bonus for the 374-acre parcel was $102,102. Among the top bids accepted by the board were: Amoco Production $186,124 for 2,449 acres off shore from Vermilion Parish in Block 52; Exchange Oil and Gas Corp. and Oil and Gas Futures of Texas, $141,693 for 4,822 acres off the Vermilion Parish coast in Block 12; and Chevron, $141,248 for 1,280 acres in the Breton Sound area (Continued on Page 10) FRIDAY, JULY 14, 1972 breakthrough. Plans To Drill Roliof Voll Sun Oil Co. of Dallas, operators of a gas well near here which blew out early this month, said they are going to drill a relief well in about 10 days to control the Belle Isle Unit 3-5.

Oil company officials estimate that it will take another 90 days to drill the relief well. The gas well, located about 18 miles southwest of Morgan City, encountered control difficulties while workover operations were being performed July 5. bombing raids today smashed through North Vietnamese troops who had surrounded them for two days on the northern rim of Quang Tri City and edged deeper inside the Communist-held provincial capital. Military sources said intense naval and air support helped the 800 marines battle through the Communist ring and that U.S. Army helicopters for the first time since Tuesday managed to land at the marine field headquarters a mile northeast of Quang Tri with supplies and reinforcements. Casualties included one American and about 40 soldiers wounded in the fighting and the chief of staff of the paratroop division, Col. Nguyen Trong Bao, was killed when Communist gunners shot down his helicopter as he was surveying the action, sources said.

District Engineer Col. Richard L. Hunt said the contract covers minor repairs to existing revetment on the Mississippi, Red and At-chafalaya rivers. Repairs to Mississippi River 'revetment will be performed at varying locations between Palmetto, Miss, and Live Oak, La. Atchafalaya River work will be performed at locations between Simmesport, La.

and Berwick, La. Revetment repair work on the Red River will be performed in the vicinity of Simmesport, La. Terms of the contract call for bank grading, paving and the casting of concrete range markers. According to Hunt, the contract was awarded following advertisement and the receipt of formal bids. The first step of this program is to visit with commercial fishermen and learn their ideas on what the major problems are and what can be done to improve fishing. "Our commercial fishermen can give us first hand information about the problem since they make their living at shrimping, crabbing, and harvesting Granger said. He urged all fishermen who are contacted to cooperate in this study. The commercial fishermen can give information that can help make sure that Sea Grant funds are used to solve the most important problems.

Without the help of commercial fishermen, some time and effort could be expended on matters of less importance. A public meeting to discuss the authorized project for Bayous Chene, Boeuf, Black and the lower Atchafalaya River will be held on Tuesday, in the Morgan City Municipal Auditorium.
