Bourg plans to meet with Ed Leonard, legal advisor for the parish governing body, Friday morning to come up with the jury's interpretation of the ordinance.

Attorney Wayne Bourg appeared before the police jury at their regular meeting in Franklin Wednesday to ask for their interpretation of Ordinance No. 643 which deals with the responsibilities of department has received peatedcomplaints from residents concerning' overgrown vacant lots, garbage, such as crab shell and empty cans strewn on the lots and abandoned automobiles. City personnel will call individuals violating the ordinance but will take legal steps to remedy unsatisfactory conditions that continue to exist, said Songe. The practice also endangers persons and property in the area. An object thrown out from under a lawn mower could hit a person near-by, he said. Under the recently revised Litter Ordinance all residents are required to pick up and place garbage in acceptable cans, with a tight fitting lid. All trash, such as leaves, paper, tin cans, etc. must be placed in plastic or paper bags or in boxes or baskets.

Residents and businessmen are also responsible for the "cleanliness of their premises, and of neutral grounds, sidewalks, parking areas, and streets immediately adjacent to their Songe said. Attorney William Allison asked the jury for action on whether or not they were 'going to continue to operate the Avoca Island Ferry. His client, former Police Juror Loylis Duhon, is concerned over the proposal to do away with the ferry because he is in the process of growing rice on Avoca Island. "If the ferry is stopped and there is no way for machinery and trucks to be transported to the island, my client's expenditures for growing the crop will go down the drain," Allison said. The message came from Leonce Songe, Morgan City' buildings inspector, at the peak of the summer season. The accompanying rain and insect population of the warm months makes overgrown lots health and safety hazards to persons living near or' adjacent to the lots, Songe said. He is also the president of the National Federation of the Blind of Louisiana and was one of eight members in the country elected to the board.

The convention was the largest gathering of blind people in history with more than 1,500 attending, Webb said. "The organization was formed to improve the social and economic status of the blind and to educate the public as to what the blind can do," he said. "It also educates the blind people who do not realize what they can accomplish." Affiliated chapters are in 45 states, Webb noted. The Morgan City department first sent a search vessel to aid in the search of the area, according to Police Chief E.T. Mungovan.
