Representative from the Third Congressional Diatrict. Oubre, a practicing attorney and leading environmental protection advocate, waa runner up in the recent statewide election for Attorney General in a field of seven candidates. For his efforts in the state legislature, Oubre was named Conservationist of the Year by the Louiaiana Wildlife Federation. The captain was ordered to appear before a U.S. magistrate at Port Isabel today for a hearing on the charges against him.
