Page 10, The Dally Review, Morgan City, Tuesday, December 26, 1989 JTPA Survey, Maincireei Acfion Taken by Consortium its monthly meeting last week. The project was funded with a $25,000 Job Training Partnership Act grant. It was approved through a regional JTPA consortium of parishes headquartered in Opelousas and close out will be approved through the same office. Findings in a federally-funded survey of 30 St. Mary area businesses and industries were reported and the board of governors of the Kast St.

Mary Kconomic Development! Con sortium ratified signing and submis sion of close-out documents for the project to the federal agency during The board also approved the hiring of Roland Stansbury as "Tri-City Historic Director" to run the "Mainstreet" programs in Patterson, Berwick and Morgan City under another JTPA grant. The three cities are sharing $15,000 in federal funds to go along with locally generated funds to finance projects in each of the municipalities. Patterson intends to include its embryonic sawmill museum and other historic district work Berwick's Lighthouse Park projects will also be placed under Stansbury's Police Foi7 Christmas Day Burglary supervision, but Morgan City's work plan has yet to be laid out, although it is believed it will concentrate in the historic district downtown. The board also heard Pam Daniels, executive director, report on her activities the last couple of months. Thursday's meeting was the first the board has held in more than two months.

Daniels said the JTPA business survey found few business and industry executives even knew of the existence of JTPA, a joint creation of the Chamber of Commerce and the Reagan administration, much less what benefits it could offer them She said only 44 of 177 originally contacted by telephone said they had ever heard of it. She said 47 firms wished to be included in the survey and 3o were chosen for the JTPA funded project. The other 17 will be surveyed later. The survey report stated that a number of the companies contacted indicated a desire to hire a large number of skilled employees, totaling several hundred, perhaps a few thousand, but said they cannot find them. It said they reported graduates of Young Memorial Voca failure to maintain control of a vehicle were filed Friday night Arrested at 8:25 p.m.

Friday was David Picou, 47, of Avoca Road, Morgan City in connection with an incident in which he allegedly collid ed with a parked car on 11th Street. Witnesses told police that the vehicle had struck a parked car and left the scene. Officers reportedly spotted the car swerving on Railroad Avenue, where it also struck a railing. Picou's vehicle was identified by witnesses as being the one which struck the parked car and charges were filed He was later administered an in-toxilizer test, which he reportedly failed with a blood-alcohol ratio of ii 23 percent, well above the 0 1 percent limit established by state law. The survey found the most-needed workers are certified flux core welders and stick welders, trained fitters and shipfitters, trained seamen "on all levels," trained machinists and marine electricians and trained truck drivers. Most firms were not particularly interested in providing on-the-job training, even with JTPA incentives.

The major recommendation was that the vocational school here work closely with local industries and try to improve its training programs to suit their requirements. Most firms surveyed cited McDermott's skills standards as appropriate to their needs. In her activities report, Daniels reported Cajun Peat, a firm which will make plant mulch from coconut husks, is almost on line after nearly a year's work to get it in operation "We have four other industries that we are working on that must remain confidential," she said In addition to those, a blue ink pigment company which makes ink for computer printers and similar equipment is still requesting information and several of the firms in the Northeast she visited on a recent state-sponsored trade mission continue to request information The board approved her request for a resolution throwing St. Mary Parish's name in the pot for designa lion of more enterprise zones, particularly on the east end. Daniels said Congress has approved creation of 100 more enterprise zones nation wide and she wants St.

Mary Parish included among any requested by the state Department of Commerce and Industry. The board also briefly discussed what it could mean to the area if Shell Oil Co awards the contract to build a planned deepwater explora tion and production platform to a local company. Shell plans to drill in Gulf of Mexico waters almost 3.0O0 feet deep. It was agreed such a contract could mean several thousand jobs for the area. It was also agreed the consortium should use all the resources at its disposal to assist in any efforts to acquire the contract for a local firm W8EQ1 Jto SOUSE Jl was taken, according to Berwick Police Chief Ovay Rogers The boy was turned in by an informant, Rogers said.

He said BES Principal Stan Beaubouef advised police that he had received information that the 16 year-old was the one who allegedly broke into the school The youth as charged with simple burglary. "We were just about completely out of water when I decided to shut the water off," he said. "I was scared I would run out of water in case of a fire so I shut it off, backwashed the lines and drained them to keep them from freezing." Residents in that area were back on line by Monday morning. Miller said. A number of lines were reported broken, he said, including one which was being repaired in the Ricohoc area this morning He said delays in repairing that leak were caused by failure of South Central Bell officials to promptly respond to a request to dig in the vicinity of their lines. Obifucaries A Baldwin man was arrested by Morgan City Police early Christmas Day on burglary charges in connection with an alleged break-in at the department store Responding to a tripped burglar alarm at 1:44 a Monday, police officers reportedly found Damon Stansbury, 20.

(AP) Three potential candidates for next year's 8th Congressional District election have notified the state Democratic Party that they want to participate in a caucus to endorse a single party nominee. Chairman Jim Brady of Alexandria said Faye Williams, an Alexandria attorney who got into runoffs in 19H6 and 19K8 but lost to I' Rep Clyde Holloway. Forest Hill, is trying for the seat again.

Brady says she has accepted an invitation to ad dress the caucus. State Sens. Geo Fields. D-Baton Rouge, and Joe Sevario, Gonzales, have also said they would like to appear. Fields has not run for Congress before, but Sevario has.

The caucus, which is made up primarily of elected officials and Democratic Party officials throughout the sprawling 15-parish district, will meet in Port Allen on Jan. 11. Most political observers feel that because of Louisiana's unique open primary system, in which the top two vote recipients go into the runoff regardless of their party affiliations, there is not much chance of defeating Holloway unless there is a unified Democratic effort. They also feel that if a black candidate is in the race, then that person and Holloway are almost certain to make the runoff, and the history of 15)86 and 1988 could repeat itself.

Fields and Ms. Williams are black. To that end, many Democrats have said privately they would like to see the party unite behind a white can didate who could likely defeat Holloway. However, Fields reportedly has said he may run whether he gets the party endorsement or not. Sevario in turn has said he will not run if there is a multi-candidate field.

Brady said state Sen. Foster Campbell, Elm Grove, is the only potential candidate who has accepted an invitation to address a Democratic caucus of the 4th Congressional District on Jan. 9. Campbell has run for the seat be fore and lost to former U.S. Rep.
