12, The Daily Review, Morgan City, Thursday, April 26, 1984 Police Jury Roads (Continued from Page 1) project because the work was beyond the scope of routine maintenance. Jury secretary treasurer Connie Fournet agreed and said the scope of the work would require the hiring of an engineer and contractor, and was in affect a new project. Clausen suggested the jury hire consulting engineers D. Ralph Caffery and Associates to update the priority list. The Caffery firm prepared the original criteria used in establishing the first priority list mandated by the auditor which was later extensively amended by the jury without supplying the needed engineering data.

Duhon objected to Clausen's comments, saying the jury had ignored the priority list "about 25 or 30 times" in building roads. Clausen contended the auditor demanded that all amendments to the priority list be handled by an engineer. Mrs. Fournet said any amendments to the road priority list would have to have engineering justification. Leonard added it was not necessary to hire the original engineer who prepared the road priority criteria, but that any engineer could provide the needed justification for changing the priority of the road.

Fouquier said the jury had the authority to reassign the priorities, which prompted Clausen to say, "If you want to make this political, you can move things around." "The man (auditor) said you can't do that," Clausen added. "We did it before," Fouquier Armed Crime Law Enhanced BATON ROUGE, La. The measure, approved Wednesday by the House Criminal Justice Committee, would add to a convict's sentence two years prison time for the first offense committed with firearms or explosives. Rep. Bruce Bolin, D- Minden, said he proposed the idea as a compromise to supporters of gun control. Mrs. Stansbury Services Friday Rita Maria Stansbury, 83, died at 2 a.m. today at Lakewood Hospital in Morgan City.

"We have never followed them (priorities)," Hebert said, and repeated Clausen's request the jury hire the Caffery firm to update the priority listing of parish roads. Matilda Aloisio, District 3, told Clausen, like you changed 35 streets in Franklin, we can change the "That road has got to be fixed," Duhon said, adding that one company using the road pays $1.5 million in sales taxes annually, Referring to the recently completed Boeuf Road project, Clausen said that was one project the auditors singled out as a case where the jury did not follow proper procedure. "'We couldn't do it because it wasn't on the list." Robison said he believed parish engineer F.K. Clausen could provide the necessary supporting data for justifying the placement of the road on the priority list without going to the expense of hiring another consulting engineer. "I have to disagree," Clausen said.

ahead and disagree," Robison said, "I don't Referring to the auditor's mandates, Clausen said, "I didn't say I agree with it. I don't agree with it." Clausen said if the jurors wanted to "get political" in the placement of road projects on the priority list, he would be back next week and "have nine roads" to put on the list. Jury vice president Michel, District 5, who seconded Duhon's motion, objected to Clausen's reference to politics. Saying, "I'm no politician," Michel said he seconded the motion because the project was needed, not for political reasons. Claiming the necessary procedures were not being observed, Clausen said, "I'm saying Mr.

Duhon's motion is out of order." Leonard again stated that Clausen was correct in saying the jury needed to amend the priority list and back up the amendments with supporting engineering data. However, he said it was not necessary to hire a separate engineer for that one task. Again saying he did not believe Duhon was following the procedures but could be corrected if he was wrong, Clausen said, "I'm not right half the time." Duhon withdrew his motion and offered a new one which, as stated by Mrs. Fournet, called for Guarisco Road to be put on the priority list based on supporting engineering data. But that was changed to indicate the Guarisco Road project would have the No.

1 spot on the priority list and that Carl Heck Engineers would provide the necessary engineering data to support the placement. The motion was approved without opposition. Robison suggested the jury contact the Legislative Auditor to see if the correct procedure was being followed. "They'll be here tomorrow (Thursday)," Mrs. Fournet replied.

The jury next agreed to hire Carl Heck to prepare engineering data and a cost estimate for repairing DeGraville Road in Amelia. O0.F.E. 1984 BATON ROUGE, La. (UPI) The three contenders for the Democratic presidential nomination planned trips to Louisiana this weekend in advance of the state's May 5 primary, At a news conference at the State Capitol Wednesday, supporters of the Rev.

Jesse Jackson predicted their candidate could win the Louisiana primary. "I think Jesse Jackson will carry the state of Louisiana," said state campaign coordinator Sherman Copelin Jr. of New Orleans. "I think that what we are going to find is that the Rainbow Coalition will work in Louisiana." Jackson's visit this weekend will coincide with a scheduled trip by former Vice President Walter Mon-. dale Monday.

Colorado Sen. Gary Hart's Louisiana coordinators said he was hoping to make a third visit to Louisiana before the primary. Historically, Copeland said the blacks in Louisiana have shown they can carry the vote, but said it is important to gain support from other segments in order to form a true Rainbow Coalition. "We feel we have to bring this campaign to the people," Copeland said. Several bicycles have been reported stolen in the past few days, including several from Atchafalaya Bikesmith on U.S. 90. Persons owning bicycles, according to Police Chief B.A. Broussard, should secure the bikes with a lock and chain when they are not in use. Also, the serial number of the bike should be recorded so it can be provided to police in the event of theft.

However, Broussard added the best defense is to secure the bike and to take steps to prevent the theft. He said once bikes are stolen, they are treated similar to stolen cars. Parts such as wheels, handlebars, seats and brakes are removed and sold separately, and the frame is either discarded or the serial number sanded off. Theft of a bicycle valued at more than $100 would be considered a felony offense and result in possible imprisonment for persons convicted of such a crime, the chief said. Injury Prevents Burglary A would-be burglar suffered a broken leg as he attempted to break into the second story window of a Front Street jewelry store early this morning. Edward Joseph Smith Jr. of Fayetteville, N.C., is currently in the South Louisiana Medical Center in Houma following his arrest by the Morgan City Police Department, according to Chief B.A. Broussard. Broussard said the suspect was arrested around 3:45 a.m.

today by patrol officers responding to a complaint of a possible burglary at Joe's Barber Shop at 620 Front St. Allegedly, the suspect had broken into the barber shop and was trying to enter the neighboring Klutts Jewelery Store. The suspect allegedly climbed to the second floor and was attempting to enter through a window when the window sash broke, causing the suspect to fall to the ground and break his leg. The suspect was treated at Lakewood Hospital and transferred to the Houma facility. Once released from the hospital, the suspect will be returned to the Morgan City Jail, the chief said.

Firemen Contain Burning Oil Pit A potentially hazardous situation was avoided this morning when a waste oil pit near Patterson caught fire, burning nearby woods, several junked automobiles and threatening to ignite a railroad tank car filled with waste oil in the burning pit. According to Steve Bierhorst of the Patterson Volunteer Fire Department, the fire began when residue from a burning trash pile adjacent to the Marine Vacuum oil pit on U.S. 90 was blown into the waste oil pit. After winds blew the burning trash into the oil pit, the fire jumped again to nearby woods, burning several old vehicles in a nearby junk yard. An old railroad tank car filled with waste oil located inside the burning waste pit was threatened by the blaze, but firemen kept it cool with water spray and got the other fires under contol within 15 minutes, Bierhorst said.

The blaze was reported at 9 a.m. today by Perry's Flying Service at the Patterson airport. The Patterson Volunteer Fire Department responded to the call and left the scene approximately one hour later, after the situation was under control and the blazes extinguished. In other unrelated fire action, Morgan City firefighters responded to a blaze at approximately 4 p.m, Wednesday at a Louisa Street residence. The fire at 528 Louisa St.

began as a grease fire on the stove, spread to the attic of the house and caused minor damage to that area, according to Morgan City Fire Chief Gerald Price. One person was home at the time of the blaze but no injuries were reported, the chief said.
