Fatima Kuinova, 67, of Rego Park, Queens, a vocalist from the newly independent country of Tajikistan, and Ng Sheung-chi, 82, a singing storyteller from Chinatown, each will receive a $5,000 grant at a gala reception in Washington in September. "These fellowships are a celebration of America, pure and simple," said Imelda Radice, acting chairman of the National Endowment for the Arts, in announcing the awards yesterday.
