State Sheriffs hold annual meet, elect officers Catholic School principals prepare for new school year 1 (V JO s- (Ml over the direction of Catholic schools from Richard Kieaux, wtio has held the office for the past six years. Rives, Jr.

During the annual conference, Vernon Parish Sheriff Frank Howard was elected president of the Louisiana Sheriffs' Association by acclamation and succeeds Rapides Parish Sheriff William Earl Hilton to the post Sheriff Howard's tenure as Association president will take effect September I. Governor Mike Foster delivered the keynote address during an officers installation luncheon at which searing-in ceremonies for Sheriff Howard and the Association's newly-elected officers and board members were conducted by Attorney general Richard P. leyoub. In his remarks to conference participants, the Governor indicated that he would continue to work with Louisiana's sheriffs to raise deputies' supplemental pay. fie further praised the sheriffs for their participation with his administration in working to vacate the federal court's supervision of all local jails and prisons in Louisiana.

Governor Foster concluded by stating that he is committed to bringing the sheriffs' state prison inmate per diem payments to the Southern regional average. Louisiana sheriffs currently receive $23 per day. Trie South-em regional average is $29.03. Sheriff Howard's induction to the office of the presidency came at the close of the conference, at which time he delivered an inaugural address to family, friends and colleagues which stressed the responsibilities of public service. The Sheriff said that a sense of faith and purpose, work and duty, and truth and justice are some of the most important tools public servants can possess.

For the past twenty-three years, Sheriff Howard has enjoyed a leng and distinguished career as Vernon Parish's chief law enforcement offi- cer. Before that, he served as a deputy sheriff with that office for thirteen years, with a one-year inter-niption of service when he served a two-year stint with the U.S.Arrny's First Armored Division.
