TUESDAY, SEPTEMBER 17,1574 Meditation Bureau Seen Only Cure to Inflation By LJEROY POPE UPI BMSUKSS Writer NEW YORK (UPI) The best long-term cure for inflation would be the creation of federal labor mediation department headed by a cabinet officer, says Peter J. Manno. Maano is a former commissioner of the Federal Mediation and Conciliation Service. He told United Press International the most important cause of inflation is the failure in American society to get labor, management and government to work together to avoid it Manno cited the Biblical parable of the workers in the vineyard, all of whom were paid equally, although some worked all day and some only an hour or two, as the kind of goodwill that is needed to achieve labor peace.

The real need is for a permanent mediation system that does not operate in an atmosphere of either fear or anger, Manno said. A federal mediation service elevated to a major department headed by a cabinet officer, whose personnel would have security, independence and civil service status, and a system of federal labor- management district courts could create such a tranquil bewildered and begins to take a cynical view of both sides," Manno said, everybody knows the fair bargaining area is much narrower but out of fear or anger, each side intakes an extreme stand. Manno said that under a sensible system, the federal mediation service would create an emergency mediation panel to search the facts and establish a "fair area of bargaining" within which management and labor would have to negotiate and reach an acceptable settlement As a last resort, the dispute could go to the President, who then could submit it to Congress for an emergency decision after bolding hearings. This machinery would be used only in bigger disputes. Manno feels the mere upgrading of the federal mediation sen-ice and the creation of labor-management courts would handle most wage negotiations calmly and sensibly with the threat of strikes and highly inflationary settlements minimized.

He also said a company that has 10 deal with a number of unions ought to have a way to bargain with all of them jointly. He called the present multi- union bargaining with one employer "a jungle jugular approach-- if the employes of one company have 10 unions. should the employer be led to the guillotine 10 times?"
