O'Brien, corporation counsel. Mayor Hylan declared that other contract re? ductions and modification of leases should be made oy the traction com? panies besides that of the reduction of the guaranteed dividends by the Inter borough Rapid Company to the Manhattan Elevated Railway Company as recently announced. The Mayor clared that many of surface line companies which are operated under leases to the New York Railways Com? pany (controlled by the lnlorborough i Consolidated Corporation) are in re ceipt of exorbitant rentals guaranteed by the operating company. The Mayor saiil this was shown in many instances i in the investigation of the traction companies by the Board of Estimate two years ago.

The purpose and effect of this foreclosure will simply be to enable the committee to reduce the Interborough stock to possession. That foreclosure will in no way affect the Interborough Rapid Transit Company or that company's own bonds and notes." Stock Ownership in Doubt August Cornelius Vander bill and others, who are the heaviest holders of the Inlerborugh shares, are also either directors or stock? holders in the Inlerborugh Rapid Tran sit Company. The foreclosure will establish definite possession of the stock. This possession has been in doubt since September, 1920.
