There seems to be a total lack of understanding of the word "alcohol." Most people believe it refers onlv fo whiskey and wine that beer- drinkers need not be concerned about becoming alcoholics. Example: A local wife after many visits to the clinic admitted she had been a heavy beer-drinker for 10 years, averaging three to four cases per week. She was surprised when the doctor told her she had cirrhosis of the liver.

Her comment was. "I can't understand it. 1 never drank anything stronger than beer." Webster defines alcohol: a colorless, volatile, flammable liquid formed by vinous fermentation and contained in wine. beer, whiskey, and the other fermented and distilled liquors of which it is the intoxicating principle. By JILL LA WHENCE Associated Pnss Writer HARR1SBURG i A A controversial aide to Senate Republicans and a lawyer recently won over to the GOP will take turns in the hot seat this week during confirmation hearings on their nominations to the Public Utility Commission. Susan Shanaman. 33. of Harrisburg. was a Pl'C staff attorney for five years before becoming an aide to Sen.

Robert Jublierer. R-Altoona in 1975. Former Pittsburgh treasurer Joseph Coseui. 50. was graduated from law school in I97a and registered as a Republican uhen he ran for mayor two years later.

The merits of both nominees will be debated Wednesday before the Senate Confirmations Committee in a charged atmosphere befitting the sensitive nature of the positions. Gov. Dick Thornburgh's first nominee, former Commissioner Robert Bloom, was overwhelmingly rejected by the Senate arnidst a rush of consumer activism provoked by the nuclear accident Three Mile Island. The accident thrust the quasi judicial commission, which regulates rates and service of hundreds of aas. electric, water, rail, bus and other utilities, into a spotlight from which it has not vet emerged.

The coming natural gas and heating oil rise mass transportation and the inevitable nuclear power question promise to keep the PL'C in the public eye for years to come. Ms. Shanaman appeared to take the attack in stride. "It looks to sue like sour grapes." she said. "He didn't make it as a commissioner and he's trying to take it out on me. His accusations don't appear to be based on any facts." Consumer groups have alleged that Ms.

Snanzman is responsible for anti- consumer sections of a 1976 PL'C reform package. But she cites her work on that reform legislation as evidence of her commitment to consumers. She said the package eliminated retroactive rate increases, established the PL'C Consumer Services Bureau, mace the commissioners fuiliime and set up a code of ethics for them. Asked specifically what she contributed. replied.

"I can't take credit for any particular thing. It was a joint effort. very body worked together." She also refuted charges that her background is partisan, pointing out that Democratic State Sen. Franklin Kury "has indicated he feels 1 have ability." Ms. Shanaman predicted the PL'C will face issues of conservation, alternative energy sources and true-kins; industry deregulation in the near future.

Neither Shanaman aor Cosetti have taken a position on nuclear power.

"I don't know enough abou! it to know if it is fundamentally unsafe." said Cosetti. whose background includes years as an economic- forecaster for steel and chemical companies and seven years as treasurer of the city of Pittsburgh. "I am kind of convinced that we have not trained nw- lear plant operators as well as we should have." he added. "It also appears that al- though nuclear power is potentially low cost, in fact, it is not low cost now." Consumer groups are concerned that, despite some aggressive moves in the public interest as city treasurer. Cosetli's long corporate career may have reduced his sensitivity to the consumer viewpoint.

But Cosetti calls that "a naive view of the American economy" and said bis steel and chemical firm experience gave him "real insight into the decision-making processes of larger corporations, "To assume that I will assume the role of a corporate executive for utilities because i worked with corporations, is simplistic and not true." he said. Cosetti said he supports recent moves to examine utility management decisions in the course of routine rate hike investigations. He also praised PL'C handling of the recent case dividing the costs of the Three Mile Island ac- cident. "They didn't allow then selves to be panicked stampeded into a decision. he said.
