(AP)--The Pennsylvania House Transportation Committee on Wednesday approved a bill to allow the state to pay for follow-up studies on problems in buses purchased in 1983 and 1984 from Neoplan USA.

The state Transportation Department is considering a formal study and Port Authority Transit of Allegheny County has already completed a $100,000 study into whatit says is premature rusting of tubular frame components on the buses. The studies would be paid from $3 million remaining from money raised through bonds to finance the purchase of the 1,000 buses for many of the state's 20 local transit agencies. Before sending the bill to the House floor, the committee rejected an amendment to cap the spending at $250,000. Problems have been found in Neoplan buses operated by 16 local transit agencies in the state, said Cheryl Spicer, PennDOTs deputy secretary for local and area transportation. The PAT study found substantial rusting of gussets, triangular pieces of steel used to strengthen the frames; a lack of insulation between different kinds of steel, causing corrosion; and alack of protective shielding against road debris and salts, said transit agency spokesman Jason Fincke.

APennDOT check of buses in use in Centre County and Williamspprt also found rusting gussets, peeling paint, exterior rust, cracks in the body skin and at welds, Ms. Spicer said. However, she said the problems seen in the Centre County and Williamsport buses were not as advanced as those in the PAT buses. PennDOT also said Neoplan buses operated by the Southeastern Pennsylvania Transportation Authority in the Philadelphia area have not developed the maladies. Officials at Neoplan USA head- quarters in Colorado didn't have an immediate response Wednesday.

PAT already'has spent $350,000 to repair its 410 buses bought from Neoplan and is negotiating with the company for reimbursement and for other costs that could run into the millions of dollars, said Fincke. "We're constantly repairing the buses," Fincke said. "It's very time consuming and expensive." He said the consultant's study concluded Neoplan didn't build the buses to contract specifications. Under the original bus contract, the buses were to retain structural integrity and surface appearance for their expected 12-year life span, he said. Once repaired, the buses have been returned to service, Fincke said.

PAT paid for the repairs from its operating budget, which already is tight. The agency will end the fiscal year June 30 in the black, however, Fincke said. Congratulations Seniors!
